Les grands choix stratégiques en Algérie à l’ère de l’orientation vers l’économie digitale

Abstract

Résumé Cette thèse a pour objectif d’explorer la stratégie algérienne en matière de renouveau économique et l’orientation vers un nouveau modèle économique fondée sur la connaissance et le numérique. Cette recherche revêt d’une importance particulière car elle traite d’une thématique relative aux conjonctures actuelles et modalités de changements actuels dans le cadre de l’orientation du modèle économique algérien. La question centrale s’articule autour la mise en oeuvre des choix stratégiques dans le cadre de l’orientation vers une nouvelle économie fondée sur la connaissance, l’innovation et le numérique en vue de réaliser la relance économique. La méthodologie adoptée dans la présente recherche porte une approche déductive (allant du général au spécifique) à travers une étude qualitative basée sur l’exploration et l’analyse des données liées aux variables étudiées. Cette recherche montre que l’Algérie a adopté une approche participative inclusive à travers les choix stratégiques adoptés qui ont été réussi en dépit de la récence de son expérience. Abstract: This thesis aims to explore the Algerian strategy for economic renewal and the orientation towards a new knowledge-based and digital economic model. This research is of particular importance because it deals with a topic relating to the current circumstances and modalities of current changes within the framework of the direction of the Algerian economic model. The central issue is the implementation of strategic choices as part of the orientation towards a new economy based on knowledge, innovation and digital with a view to achieving economic recovery. The methodology adopted in this research takes a deductive approach (from general to specific) through a qualitative study based on the exploration and analysis of data related to the variables studied. This research shows that Algeria adopted an inclusive participatory approach through the strategic choices adopted, which were successful despite the recency of its experience.الملخص: تهدف هذه الأطروحة إلى استكشاف الاستراتيجية الجزائرية للتجديد الاقتصادي والتوجه نحو نموذج اقتصادي جديد يعتمد على المعرفة والتكنولوجيا الرقمية. ويحظى هذا البحث بأهمية خاصة لأنه يتناول موضوعا يتعلق بالأوضاع الراهنة وطرائق التغيرات الراهنة في إطار توجه النموذج الاقتصادي الجزائري. ويتمحور السؤال المركزي حول تنفيذ الخيارات الاستراتيجية في إطار التوجه نحو اقتصاد جديد قائم على المعرفة والابتكار والتكنولوجيا الرقمية بهدف تحقيق الانتعاش الاقتصادي. حيث اعتمدت المنهجية في هذا البحث على المنهج الاستنباطي (من العام إلى الخاص) من خلال دراسة نوعية تعتمد على استكشاف وتحليل البيانات المتعلقة بمتغيرات الدراسة.حيث خلص هذا البحث إلى أن ويبين هذا البحث أن الجزائر اعتمدت مقاربة تشاركية شاملة من خلال الخيارات الاستراتيجية التي اعتمدتها والتي لاقت نجاحا رغم حداثة تجربتها.
