Abstract

آفاق القطاع الخاص في التنمية الاقتصادية - دراسة حالة الجزائر خلال الفترة 2010-2020 تهدف هذه الدراسة المعنونة بــ أفاق القطاع الخاص في التنمية الاقتصادية - دراسة حالة الجزائر خلال الفترة 2010-2020، إلى إبراز دور القطاع الخاص في دعم التنمية الاقتصادية من خلال مساهمته في الناتج الوطني، خلق مناصب الشغل، والاستثمار من جهة وإبراز أهم الأفاق والتحديات التي تواجهه من جهة أخرى، وهذا في ظل التطورات والتغيرات التي يشهدها هذا القطاع في الدول المتقدمة باعتباره يشكل إحدى أهم الآليات الرئيسية لدعم النشاط الاقتصادي خاصة بعد فشل القطاع العام في تحقيق معدلات نمو إيجابية، والجزائر على غرار باقي دول العالم تبنت عدة سياسات واستراتيجيات تنموية بذلت في طياتها عدة جهود من أجل توفير البيئة الاستثمارية المناسبة لدعم هذا القطاع وتوجيه الإقتصاد الوطني نحو اقتصاد السوق عن طريق فتح الآفاق أمام المؤسسات الخاصة لتوظيف مواردها والاستفادة من الفرص المتاحة لتحقيق التوازن بين الأرباح الخاصة والاستراتيجيات المسطرة، إذ توصلنا من خلال دراستنا هاته إلى أنه رغم الجهود المبذولة من طرف الدولة الجزائرية لتحسين مناخها الاستثماري بتقديمها العديد من الحوافز والتسهيلات إلا أنه لا يزال القطاع الخاص في الجزائر يعاني من عدة مشاكل وعراقيل تحول دون السماح له من لعب دور فعال في التنمية الإقتصادية. Cette étude, intitulée Les perspectives du secteur privé dans le développement économique - une étude de cas de l'Algérie durant la période 2010-2020, vise à mettre en évidence le rôle du secteur privé dans l'accompagnement du développement économique à travers sa contribution au produit national, à la création d'emplois, et investissement d'une part et de mettre en évidence les horizons les plus importants et les défis auxquels il est confronté d'autre part, et ce à la lumière des développements et des changements que ce secteur connaît dans les pays développés car il constitue l'un des principaux mécanismes les plus importants pour soutenir l'activité économique, surtout après l'échec du secteur public à atteindre des taux de croissance positifs, L'Algérie, comme le reste du monde, a adopté plusieurs politiques et stratégies de développement qui ont déployé plusieurs efforts en vue d'offrir l'environnement d'investissement approprié pour soutenir ce secteur et orienter l'économie nationale vers une économie de marché en ouvrant les horizons aux institutions privées pour emploient leurs ressources et profitent des opportunités disponibles pour atteindre l'équilibre. Entre profits privés et stratégies établies, comme nous avons constaté à travers cette étude que malgré les efforts déployés par l'État algérien pour améliorer son climat d'investissement en offrant de nombreuses incitations et facilités, le secteur privé en Algérie souffre encore de plusieurs problèmes et obstacles qui l'empêchent de jouer un rôle actif dans le développement économique. Between private profits and established strategies, as we found through this study that despite the efforts made by the Algerian state to improve its investment climate by providing many incentives and facilities, the private sector in Algeria still suffers from several problems and obstacles that prevent it from allowing it to Play an active role in economic development.
