تأثيرالسياسة الخارجية التركية حكومة حزب العدالة والتنمية على القضية الفلسطينية

Abstract

بعد سنوات من التحالف والتطبيع مع إسرائيل، تغير الدور التركي تجاه القضية الفلسطينية مع وصول حزب العدالة والتنمية إلى السلطة في تركيا عام 2002 ، ويرجع ذلك إلى التوجهات الجديدة للسياسة الخارجية التركية في ظل حكم حزب العدالة والتنمية التي هدفت إلى تفعيل مقاربة العمق الاستراتيجي من خلال استئناف الدور التركي في المناطق التي كانت تحت حكم الدولة العثمانية. من هذا المنطلق، يظهر تأثير البعد الحضاري والإرث التاريخي التركي بقوة في تحديد التوجهات والمواقف الجديدة للسياسة الخارجية التركية تجاه القضية الفلسطينية، كما أثر هذا التراث الحضاري والتاريخي في عزم تركيا على تنفيذ إستراتيجية تقوم على الاحتياجات الأمنية والمصالح الاقتصادية.Résumé : Après des années d'alliance et de normalisation avec Israël, le rôle de la Turquie envers la cause palestinienne a changé avec l arrivée au pouvoir du parti de la justice en Turquie en 2002. Cette mutation rentre dans le cadre des nouvelles orientations de la politique étrangère turque qui visait à activer l approche stratégique, profondeur, afin de reconquérir le rôle turc dans les zones qui étaient sous la domination ottomane. De ce point de vue, nous constatons dans cette étude , que les effets de la dimension civilisationnelle et de l'héritage historique envers la cause palestinienne sont des facteurs importants dans la détermination des tendances et positions de la politique étrangère de ce pays, il est évident aussi que les stratèges turcs visent par cette nouvelle politique la mise en oeuvre d une stratégie au service des besoins sécuritaires et des intérêts économique de leurs pays .Following years of alliance and normalization with Israel, the Turkish role towards the Palestinian issue changed with the accession of the Justice and Development Party to power in Turkey in 2002. This was due to the new orientations of Turkish foreign policy under the Rule of Justice and Development Party, which aims to activating the strategic depth approach through resuming Turkish role in the regions that were under the rule of the Ottoman State . From this stand, the impact of the Turkish civilizational dimension and historical legacy strongly appears in determining the new directions and positions of the Turkish foreign policy towards the Palestinian issue. The Turkish determination to implement a strategy based on security needs and economic interests is also influenced by this civilizational and historical heritage.
