الديمقراطية التشاركية في المجتمع الجزائري بين الخطاب والواقع دراسة أنثروبولوجية لمنطقة سعيدة نموذجا مقدمة

Abstract

« Démocratie participative dans la société algérienne entre discour et réalité » Résumé : Notre étude sur l’étendue de la nouvelle orientation démocratique de l’Algérie dans le discours visait à découvrir sa réalité juridique culturelle et sociale, afin de développer une vision globale Et ensuite voir comment la démocratie participative peut être adoptée dans la réalité de la stabilité politique et de la transformation économique et culturelle et sociale dans la région de Saïda ? Est-il nécessaire de formuler de nouvelles représentations exigeant un discour, la langue, la culture, la méthodologie et certains enjeux spécifiques en accord avec la crise de cette approche ? Compte tenu de la problématique de l’étude, et en suivant l’approche analytique descriptive et en utilisant la méthode quantitative la prémisse de l’étude est la suivante : " La nouvelle orientation démocratique algérienne est cohérente avec la différenciation et la spécialisation des acteurs étatiques, du secteur privé, de la société civile et des citoyens, et leur efficacité dans l’exercice de leurs fonctions dans le contexte social et politique." En examinant la réalité participatives à la commune de Saida et dans certaines de ses communes, nous avons constaté qu’elles ne sont pas qualifiées en termes de construction et de fonction et de style dans lequel elles jouent un rôle positif dans les approches participatives. « Participatory democracy in Algerian society between speech and reality » Abstract: Our study on the extent of Algeria’s new democratic orientation in the discourse aimed to discover its cultural and social legal reality, and then see how participatory democracy can be adopted in the reality of political stability and economic and cultural and social transformation in the Saida region? Is it necessary to formulate new representations requiring a speech, language, culture, methodology and certain specific issues in accordance with the crisis of this approach? Given the problem of the study, and following the descriptive analytical approach and using the quantitative method, the premise of the study is as follows: "Algeria’s new democratic orientation is consistent with the differentiation and specialization of state actors, the private sector, civil society and citizens, and their effectiveness in the exercise of their functions in the social and political context." By examining the participatory reality in the municipality of Saida and in some of its communes, we found that they are not qualified in terms of construction and function and style in which they play a positive role in participatory approaches.

:الملخص هدفت دراستنا على استنطاق التوجه الديمقراطي الجزائري الجديد في الخطاب باكتشاف واقعه القانوني والثقافي والإجتماعي، قصد تكوين رؤية شاملة، ومن ثم معرفة كيف يمكن تبني الديمقراطية التشاركية في ظل واقع الثابت السياسي والمتحول الإقتصادي والإجتماعي والثقافي في منطقة سعيدة؟. وهل الأمر يدعو إلى صياغة تمثلات جديدة تستدعي خطاب و لغة وثقافة ومنهجية و رهانات معينة تتماشى مع أزمة هذه المقاربة ؟ . وبناءً على إشكالية الدراسة وتِبعاً للمنهج الوصفي التحليلي وبالاستعانة بالأسلوب الكمي، الذي ترتكز عليه هذه الدراسة والمتمثل في البنائية الوظيفية جاءت فرضية الدراسة على النحو التالي: " يتماشى التوجه الديمقراطي الجزائري الجديد، بمدى تمايز وتخصص الأبنية الفاعلة الدولة ( المسؤولين المحليين، المستخدمين المعينين من طرف الإدارة) والهيئة المنتخبة والمجتمع المدني، القطاع الخاص والمواطنين، وكفاءة هذه الأبنية في أداء وظائفها داخل النسق الإجتماعي والسياسي "، إذ تبيّن معنا من خلال دراسة واقع نشاط فواعل المُقاربة التشاركية في بلدية سعيدة وبعض البلديات التابعة لها، أنها غير مؤهّلة سواءً من ناحية البناء والوظيفة والنسق الذي تنشط فيه على لعب أدوار ايجابية في المقاربة التشاركية، لذا خلصت الدراسة إلى توضيح مجموعة من الرهانات والممارسات تخص هذه الأبنية في أداء وظائفها في ظل المُقاربة التشاركية.
