Abstract

" مشروع الشرق الأوسط الكبير: بين الأهداف الاستراتيجية و التطلعات الفعلية لشعوب المنطقة " الملخص:

تهدف هذه الدراسة إلى تسليط الضوء على "مشروع الشرق الأوسط الكبير" الذي جاء بناء على إرادة أمريكية، واضعا دولا ومجتمعات عربية وإسلامية ضمن عملية تغيير؛ بقدر ما ركزت على المستويين السياسي والاقتصادي، انشغلت أيضا بالمستويين الثقافي والاجتماعي، في وقت يعتبر فيه التغيير نحو الأفضل هو جوهر تطلعات شعوب المنطقة المعنية. وتخلص هذه الدراسة إلى أن المصالح الأمريكية الاستراتيجية هي التي حددت حجم ومدى تشجيع الديمقراطية في منطقة الشرق الأوسط، وبأن منطق التعامل ضمن مشروع الشرق الأوسط كان قائما على استهداف الشعوب عبر تغيير إدراكها للمفاهيم التي تضمنها، بما يفضي في النهاية إلى ضمان تلك المصالح. إلا أن المجتمعات العربية والإسلامية لها مدركاتها الخاصة والمتجذرة حول أمور السياسة وشؤون الحكم والعلاقات الخارجية. ويبين هذا العمل بأن التغيير المكنون في مشروع الشرق الأوسط له على أرض الواقع ما يدعم فشله، كما يوجد أيضا ما يسمح بالتنبؤ بنجاحه ولو نسبيا مستقبلا « Le projet du Grand Moyen Orient : Entre les Objectifs Stratégiques et les Aspirations des Peuples » Résumé : Cette recherche a pour ambition de mettre la lumière sur le projet du « Grand Moyen Orient», né de la volonté des Etats-Unis d’Amérique pour imposer un changement au sein des sociétés arabes et musulmanes. Il est basé sur un processus politique et économique, avec une dimension culturelle et sociale. Il est lancé à une époque où le changement pour le mieux est au cœur des aspirations des peuples de la région concernée. Les conclusions de ce travail de recherches peuvent se résumer dans quelques points importants. Les intérêts stratégiques de la politique américaine sont déterminants dans l’incitation à adopter le processus démocratique et son ampleur actuel dans la région du Moyen-Orient puisque la logique des échanges et des pratiques au sein dudit projet « Grand Moyen-Orient » ciblait la modification de la perception des intérêts des populations de cette région, ce qui garantissait à la fin la protection des intérêts de l’initiateur de ce grand projet. Cependant, le projet vise une société arabe et musulmane, qui a son histoire politique et ses pratiques de gouvernance à l’échelle locale et internationale, ce qui, selon cette étude, serait une des raisons pour lesquelles un tel projet est voué à l’échec, sans exclure définitivement des chances infimes d’aboutir ses objectifs stratégiques dans la région. « The Greater Middle East Project: Between the Strategic goals and People Aspirations »

Abstract: The main aim of this thesis is to shed light on the « Greater Middle East Project » which is based on the American will, and it is targeted to societies and States in Islamic and Arab world to put into practice a process of change that focuses on social and cultural levels as much as it is the case on the political and the economic ones, those societies in the meanwhile consider change to a better situation as the core of their aspirations. This study concludes that the American strategic interests are the main determinants of the extent of democracy promotion in the region, and the deal’s logic of the project is the change of people’s perceptions in order to protect those interests. However, Arab and Islamic societies have their own and rooted perceptions about governance, politics and foreign policy. It shows at the end that the change wanted by the « Greater Middle East Project » can be defeated actually because there are many facts that show its limiting potential to be achieved completely, but, in the same time, it is not possible to deny the probability of its future success because of the Contemporary situation of the region.
