Résumé: Les politiques européennes et américaines dans la région de l’Afrique du nord après la guerre froide- Eude comparée - Résumé : L'importance de la région méditerranéenne en général et de l'Afrique du Nord en particulier est extrême de part sa situation géographique et ses ressources naturelles, chose qui a encouragé l'Union européenne a proposé des mesures et des différentes politiques ainsi que de nouvelles initiatives pour développer la collaboration dans le cadre du partenariat euro-méditerranéen dans plusieurs domaines. Politique économique et sécuritaire, dans le but d’exercer une certaine autorité dans tous les domaines afin de faire face à la concurrence d'autres puissances à savoir les États-Unis d'Amérique. Les États-Unis ainsi que les pays de l'Union européenne considèrent que la région de l'Afrique du Nord revêt une excellente importance économique, en raison de ses ressources naturelles stratégiques telles que le pétrole et le gaz, ce qui est considéré comme le motif extrêmement important pour diriger les intérêts économiques américains et européens dans cette région. Par ailleurs, il représente un marché de consommation et d'investissement estimé à près de 97 millions d'habitants selon les statistiques de 2016. L’approvisionnement en pétrole et la domination des voies de navigation à travers le monde demeurent le but principal de la concurrence américano - européenne. Les changements intervenus dans l'ordre mondial ont affecté les perspectives européennes, l'Union européenne se trouvant dans un besoin urgent de relancer un nouveau mouvement dans la région en ressuscitant un projet méditerranéen visant à établir un partenariat euro-méditerranéen, en particulier après la fin de la guerre froide et la dissolution de l'Union soviétique. European and American policies in North Africa after the cold war - a comparative study Abstract: The importance of the Mediterranean region in general and North Africa specifically has an extreme regarding its location and its fortunes, and this has interested the European Union through bringing different measures and new initiatives to develop collaboration under what is called Euro-Mediterranean partnership in several domains: political economic and security. This was meant to extend its authority on all fields in order to confront other powers competition namely the United States of America. Both USA and the European Union countries consider the North African region as having economic importance with regard to its strategic natural resources such as petrol and gas which is considered as the extreme important motive in directing the American and European economic it’s interest in this region. Besides, it represents a consuming and investment market estimated at nearly 97 million inhabitants according to 2016 statistics. The American-European competition on the North African region had a big importance due to the goal behind it. The control over oil wells to ensure energy supplies and the domination of the waterways across the world and the different means of transportation and international trade route, all these objectives stood behind this competition. Hence, oil wells in this region gain more importance due to the availability of necessary facilities for its transportation and distribution in its areas of consumption either through maritime means or through pipelines. However, changes in the world order has made the European Union in desperate need to release new vigor in the region through the Mediterranean project revival aiming at setting Euro-Mediterranean partnership especially after the end of the cold war and the Union Soviet breakup. السياسات ال وروبية والأمريكية في منطقة شمال إفريقيا بعد الحرب الباردة- دراسة مقارنة - الملخص : إن لأهمية منطقة المتوسط بشكل عام ومنطقة شمال إفريقيا بشكل خاص ميزة بالغة من حيث الموقع وما تحتويه المنطقة من ثروات ، حيث اهتم الإتحاد الأوروبي من خلال طرح اجراءات وسياسات مختلفة الأشكال ومبادرات جديدة لتطوير التعاون تحت إسم الشراكة الأورو متوسطية مست مختلف المجالات، سياسية، إقتصادية وأمنية، وذلك قصد توسيع نفوذه على جميع الأصعدة من أجل التصدي للمنافسة التي تبديها القوى الأخرى وعلى رأسها الولايات المتحدة الأمريكية. تعتبر الولايات المتحدة الأمريكية وكذا دول الإتحاد الأوروبي منطقة شمال إفريقيا ذات أهمية إقتصادية بامتياز، نظرا لما تحتويه من موارد طبيعية استراتيجية من غاز ونفط، و التي بدورها تعد المحفز البالغ الأهمية في توجيه الإهتمامات الإقتصادية الأوروبية و الأمريكية نحو هذه المنطقة، إضافة إلى أنها تمثل بالنسبة لهؤلاء سوقا إستهلاكية واستثمارية قدرت حسب إحصائيات 2016 بما يقارب 97 مليون نسمة. لقد كان للتنافس الأمريكي الأوروبي على منطقة شمال إفريقيا أهمية بالغة بحكم موضوع التنافس والهدف من ورائه ، حيث كانت السيطرة على منابع النفط من أجل تأمين إمدادات الطاقة والتحكم في الممرات المائية عبر العالم ومختلف طرق المواصلات ومسارات التجارة الدولية هي الغاية والهدف من وراء هذا التنافس، وهنا تبرز قيمة الموقع الجغرافي للنفط كونه يوفر التسهيلات اللازمة لنقله وتوزيعه في مناطق استهلاكه، سواء عبر الطرق البحرية... أو بواسطة شبكة الأنابيب البرية. ومن جهة أخرى أثرت التحولات التي طرأت على النظام العالمي في النظرة الأوروبية حيث وجد الإتحاد الأوروبي نفسه في أمس الحاجة لبعث حركية جديدة في المنطقة عن طريق إعادة بعث مشروع متوسطي يهدف إلى إقامة شراكة أورو - متوسطية خاصة بعد انتهاء مرحلة الحرب الباردة وتفكك الإتحاد السوفياتي
