Abstract

L’emploi en Algérie et le rôle des petites et moyennes entreprises(PME) entre réalité et aspirations Résumé : Les petites et moyennes entreprises représentent la pierre angulaire pour drainer l’économie des pays développés et de nombreux pays émergents. Cette grande attention portée par ces pays à ce model d’entreprises, deviennent la base de processus de développement et d'emploi, et a prouvée dans le temps son rôle capital pour mobiliser et accroitre la main d’oeuvre. L'Algérie, avec ses capacités naturelles et financières, notamment humaines, peut développer le secteur des petites et moyennes entreprises, ainsi, sortir de la dépendance du secteur des hydrocarbures du fait de l'échec des stratégies adoptées par les gouvernements successifs dans le domaine du développement, de diminuer le taux de chômage et surtout la marginalisation du potentiel humain disponible. De ce fait, l’Algérie doit bénéficier des expériences internationales réussies en matière de soutien à ce secteur, notamment dans le domaine de la finance et du transfert de technologie, et laisser la place aux spécialistes et experts universitaires pour contribuer au développement de la gestion, de l'organisation et de la performance des petites et moyennes entreprises.Employment in Algeria and the role of medium and small enterprises (SMEs) between reality and aspirations Abstract: The medium and small enterprise form the main nucleus of many economics of the developed and emerging countries, after that big attention of those institutions in which they turn into the basic rule in the processes of development and operation, from this view the governments and researchers have increased interst in the subject of small and medium enterprise, and to emphasize their role in the operating the labor force. From the depart of availability of Algeria with a natural and financial potential, especially human resources. It can develop the medium and small enterprise sector then, the exit of dependency on the hydrocarbons sector due to the failure of strategies that adopted by successive governments in the field of development and the fight against unemployment and take advantage of available human resources. Then, the benfit from successful international experiences in support of this sector especially in terms of financing and technology transfer, and gave way to specialists and university experts to contribute to the development of management and performance of small and medium enterprise.التشغيل في الجزائر ودور المؤسسات الصغيرة والمتوسطة بين الواقع والمأمول – - الملخص: تشكل الدؤسسات الصغيرة والدتوسطة النواة الأساسية لكثير من اقتصاديات الدول الدتقدمة والناشئة، وذلك بعد الاهتمام الكبير الذي أولته تلك الدول لذذا النوع من الدؤسسات، حتى أصبحت تشكل القاعدة الأساسية في العمليات التنموية والتشغيل، من هذا الدنطلق زاد اهتمام الحك ومات والباحثين بموضوع الدؤسسات الصغيرة والدتوسطة، والتأكيد على دورها في تشغيل اليد العاملة.الجزائر وبتوفرها على إمكانات طبيعية ومالية، وخاصة الدوارد البشرية، يمكنها تطوير قطاع الدؤسسات الصغيرة والدتوسطة، والخروج من التبعية لقطاع المحروقات نتيجة فشل الاستًاتيجيات التي اعتمدتها الحكومات الدتعاقبة في لرال التنمية ومكافحة البطالة والاستفادة من الطاقات البشرية الدتوفرة. والاستفادة من التجارب الدولية الناجحة فيما يخص دعم هذا القطاع خاصة في جانب التمويل ونقل التكنولوجيا، وفسح المجال للمتخصصين والخبراء الجامعيين للمساهمة في تطوير التسيير والتنظيم والأداء للمؤسسات الصغيرة والدتوسطة.
