L’organisation mondiale du commerce (OMC) et le nouveau protectionnisme

Abstract

L’objet de la présente étude est de déterminer le régime commercial adopté par l’organisation mondiale du commerce (OMC) face à la nouvelle vague du protectionnisme en prenant en considération les impératifs de protection nationale pour que la position de l’Algérie soit conforme. En effet, cette analyse suppose un cadre théorique spécifique et une méthodologie appropriée. Le cadre théorique utilisé repose sur les différentes approches des politiques commerciales ainsi que les principes édictés par l’organisation mondiale du commerce (OMC). La démarche méthodologique utilisée est l’analyse documentaire avec le support des enquêtes et les données statistiques des organismes nationaux et internationaux crédibles. Les résultats obtenus montrent que malgré les efforts de l’organisation mondiale du commerce pour amener plus de liberté commerciale, il a y toujours un recours accru au protectionnisme après les crises qu’a connues l’économie mondiale. En Algérie, dans le domaine de la politique commerciale, il reste beaucoup à faire surtout qu’elle est qu’une composante parmi tant d’autres dans la politique économique The purpose of this study is to determine the trade regime adopted by the World Trade Organization (WTO) face a new wave of protectionism taking in consideration the imperatives of national protection, and in order that the Algeria’s position is legal. Indeed, this analysis assumes a specific theoretical framework and appropriate methodology. The theoretical framework used is based on the different approaches to trade policy and the principles rules laid down by the World Trade Organization (WTO). The methodology used is the literature review with the support of surveys and statistical data of credible domestic and international organizations. The results show that despite the efforts of the World Trade Organization, there is always an increased return to protectionism after each Global Economic Crisist. In Algeria, a big work is waiting in the trade policy; especially that it consist just one of many component of the economic policy. Key words : trade policy, protectionism, Word Trade Organization, free exchange, customs fee هدف هذه الد ا رسة هو تحديد النظام التجاري المتخذ من طرف المنظمة العالمية للتجارة لمواجهة عودة الحمائية مع جعل وضعية الج ا زئر متوافقة مع مبادئ هذه الأخيرة. اعتمد البحث على إطار نظري ومنهجية خاصة. حيث تم الاعتماد على مختلف النظريات المتعلقة بالسياسة التجارية وكذا مبادئ المنظمة العالمية للتجارة. المنهجية المتبعة اعتمدت على التحليل الوثائقي المدعم بالتحقيقات والمعطيات الإحصائية المقدمة من طرف هيئات وطنية ودولية مؤهلة. النتائج المحصل عليها تبين أنه وبالرغم من مجهودات المنظمة العالمية للتجارة تم دائما تسجيل عودة للحمائية بعد كل أزمة يشهدها الإقتصاد الدولي.
