يبدو مفهوم المواطنة مفهوماً حديث اً ومعاص ا رً، ولكنه في الحقيقة له جذور في تاريخ الفكر السياسي القديم، انطلاقاً من الحضا ا رت القديمة )الشرقية واليونانية والرومانية( إلى يومنا هذا، مرو ا رً بحضا ا رت المسيحيين والمسممين في العصور الوسطى، وكذلك في الفمسفة السياسية الحديثة، وأصبح في الفترة ال ا رهنة من المفاهيم الإشكالية في الفكرين العربي الإسلامي والغربي عمى السواء.
