Abstract

"Employé administratif et l’administration électronique moderne an Algérie" Résumé : La dernière décennie a connu une révolution énorme dans le Domain des technologies de l’information et de la télécommunication, en effet il est devenu impératif voir nécessaire aux gouvernements des pays de moderniser leurs services administratifs. Notamment qu’il Ya une relation très étroite entre la numérisation de l’administration et les usagers des services publics. L’administration électronique est l’utilisation des technologies de l’information et de la communication par les administrations et les institutions publiques, Nous allons essayer à travers cette étude de mettre en évidence le rôle de l’administration électronique comme outil de développement et d’amélioration des services publics. On prend le cas l employeur administratif en Algérie, Nous aborderons d’abord les concepts liés à l'administration électronique et le service public, Ensuite, nous prenons l’expérience de l’administration moderne en Algérie.« Administrative employée and modern électronique management in Alegria » Abstract : The electronique administration is increasing since the last decade, and this due to technical information and developed and changing communications during the last few years. This situation leads to a new administrative reality , and make us moving from a traditional Administration into digital administration in connection with the culture of the country ,because of it’s important impact in the operation of spreading of the electronics administration, strating from Employees to reach citizens by the use of this new technology. The electronics administration and its policy needs as P Druker said :’’ the development of the organizational culture and the value based on , it’s not just rules ans laws , but it’s an opération linked with a series of principales such as, ability, good achievement of the qualified human resources, and being in touch with symbols ,beliefs , hypothesis, expectations, valus, and rituals , which develop and take place in the time and the space." الموظف الإداري و الإدارة الالكترونية الحديثة في الجزائر دراسة ميدانية بمقر دائرة السانية"وهران" الملخص: أضحى تحقيق الرّغبات التكنولوجية ينادي بضرورة تحديث الإدارة العمومية وأساليب تدبيرها وملائمة نظامها الإداري، أو إن شئت قلْ عصرنه المرتكزات والوشائج الرئيسة للإدارة العمومية، من هذا المنطلق أسهمت الإدارة الإلكترونية إلى تيسير الإجراءات لمرفقيها من جهة، ومن جهة أخرى تأدية التضامن والتعاضد الداخلي بين الإدارات العمومية.ولَمّا كان موظفو المرفق العام في الجزائر يُعدّون إكسير أعمالي وبؤرة تحقيق مشاريع أبحاثي العلمية، ارتأيت بضرورة التّنقيب في أبحاث لا تقلّ أهمّية عن سابقاتها بغية الإحاطة بمصير هؤلاء الموظّفين الذين اكتسبوا حِنكة وظيفية في الخدمة العمومية؛ إذ نحسب أنّ هذه الفئة من الموظّفين أسهموا في العديد من التغيّرات الاجتماعية والاقتصادية والسياسية على مستوى محيطها القريب، هذه التحوّلات سوف يكون لها تأثير على آليات تنظيم المرافق العامة وتسييرها، وأنبل من هذا سيكون لها الأثر البالغ لإقحام العامل التكنولوجي في تسيير الإدارة بدل الموظف.
