دور التسيير العمومي الجديد في تحسين أداء المؤسسات العمومية

Abstract

تهدف هذه الأطروحة إلى دراسة أثر تطبيق مبادئ التسيير العمومي الجديد على تحسين أداء الدؤسسات العمومية في الجزائر، وذلك من خلال دراسة ميدانية أجريت على عينة من الدؤسسات الاستشفائية العمومية. اعتمد البحث على الدنهج الكمي، مستعيناً بنمذجة الدعادلات الذيكلية باستخدام تقنية الدربعات الصغرى الجزئية (smart-pls4) لتحليل العلاقة بين أبعاد التسيير العمومي الجديد ومستوى الأداء الدؤسسي. وقد أظهرت النتائج وجود تأثير إيجابي وذو دلالة إحصائية لدختلف أبعاد التسيير العمومي الجديد في تعزيز الأداء الدالي والدؤسسي للمؤسسات الاستشفائية. كما أكدت الدراسة أهمية توفير بيئة تنظيمية محفزة تدعم جهود التحديث الإداري وعصرنة أساليب التسيير. واختتمت الأطروحة بجملة من التوصيات، أبرزها ضرورة تعزيز الحوكمة، وتطوير رأس الدال البشري، وتحديث البنية الرقمية للمعلومات، بما يضمن استدامة الإصلاحات وتحقيق جودة الخدمات الصحية . الكلمات المفتاحية التسيير العمومي الجديد، الأداء الدؤسسي، الدؤسسات الاستشفائية، الإصلاح الإداري، SMART-PLS4 ، الكفاءة الدالية، الشفافية . Résumé Cette thèse analyse l’impact de l’application des principes du New Public Management (NPM) sur l’amélioration de la performance des établissements publics en Algérie, en s’appuyant sur une étude de terrain menée auprès d’un échantillon d’établissements hospitaliers publics. L’étude adopte une approche quantitative, mobilisant la modélisation par équations structurelles à l’aide de la méthode des moindres carrés partiels (PLS-SMART4) afin d’examiner la relation entre les différentes dimensions du NPM et le niveau de performance institutionnelle. Les résultats mettent en évidence un effet positif et statistiquement significatif des dimensions du NPM sur le renforcement de la performance financière et institutionnelle des établissements hospitaliers étudiés. L’analyse souligne également la nécessité d’instaurer un environnement organisationnel propice, capable de soutenir les efforts de modernisation administrative et de rationalisation des modes de gestion.En conclusion, la thèse propose un ensemble de recommandations visant à renforcer la gouvernance, à développer le capital humain et à moderniser les infrastructures numériques, dans l’objectif d’assurer la pérennité des réformes et d’améliorer la qualité des services de santé. Abstract This thesisanalyzes the impact of applying New Public Management (NPM) principles on improving the performance of public institutions in Algeria, based on a field study conducted with a sample of public hospital establishments. The studyadopts a quantitative approach, utilizing structural equation modeling with the Partial Least Squares (PLS-SEM) method to examine the relation ship between the various dimensions of NPM and the level of institutional performance. The resultshighlight a positive and Statistical signifiant effet of NPM dimensions on Streng thening the financial and institutional performance of the hospitals studied. The analysis also emphasizes the need to establish a conducive organizational environment capable of supporting efforts toward administrative modernization and the rationalization of management practices.In conclusion, the thesisoffers a set of recommendation saimedat streng thening governance, developing human capital, and modernizing digital infrastructures, with the goal of ensuring the sustainability of reforms and improving the quality of health services.
