The relationship between the United States and Iran has undergone considerable changes over the decades, transitioning from a partnership to a contentious rivalry. Initially, U.S.-Iran relations were characterized by mutual interests, particularly during the reign of Shah Mohammad Reza Pahlavi in the early 20th century. At that period, the U.S. was seen as a more trustworthy partner for the Shah comparing to Britain and Russia and Iran was considered as a key ally for the United States in the Middle East. However, both U.S and Iran quickly disenchanted after the 1979 Iranian Revolution which resulted in the overthrow of the Shah and the establishment of the Islamic Republic under Ayatollah Ruhullah Khomeini. The revolution led to a sudden interruption of diplomatic relations and the U.S. adoption of a containment strategy aiming to limit Iran's influence in the region. Following the Islamic Revolution and the hostage crisis, U.S.-Iran relations deteriorated further. The U.S. imposed economic sanctions on Iran, and the two nations became adversaries in various regional conflicts. Again, September 11th, 2001 terrorist attacks have revived past grudge that contributed to the degradation of U.S.-Iran relations in several significant ways. What then President Jimmy Carter called “an island of stability in one of the more troubled areas of the world” was framed as part of the broader "Axis of Evil," which included Iraq and North Korea. Following the attacks, the U.S. government adopted a more aggressive stance towards perceived threats in the Middle East. The Bush administration's "War on Terror" shed the light on countries that were suspected of sponsoring terrorism, including Iran. And even though this latter condemned the 9/11 attacks, the U.S. considered its support for groups like Hezbollah and its nuclear ambitions as serious threats, which further strained relations. In this regard, this study aims first to examine three basic elements of contemporary American foreign policy: unilateralism, preemption and military hegemony, and the way they impacted worldwide equilibrium especially in Iran. It then attempts to analyze the way 9/11 attacks catalyzed a series of events that led to a significant decline in U.S.-Iran relations, characterized by increased military tensions, negative perceptions, and a shift in U.S. foreign policy towards a more confrontational approach.
