Abstract

الملخص تدعى ىحه الج ا رسة إلى البحث في طبيعة جيؾد الج ا دئخ في التؾجو نحؾ عرخنة إدارة المخفق العام ومحاولة معخفة تأثيخ تمػ الجيؾد عمى مؾضؾع التنمية المحمية انظلاقا مؽ الإصلاح الإداري الحي شمل تعديد المنغؾمة القانؾنية وانذاء الييئات المكمفة بعممية الإصلاح، وصؾلا إلى مذخوع الإدارة الإلكتخونية وتذخيص دور الجولة والجماعات المحمية في مؾضؾع التنمية المحمية ، وتأثيخ الخظط والب ا خمج تنمؾية في تحديؽ خجمات المخفق العام. وقج خمرت الج ا رسة إلى أن الج ا دئخ حاولت إعادة تأىيل إدارة المخفق العام مؽ خلال الخخوج مؽ المخكدية إلى اللامخكدية في عممية التدييخ ، وإعادة تؾزيع الميام عؽ طخيق آلية التفؾيض والذ ا خكة مع القظاع الخاص ، وتعديد دور المؾاطؽ لممذاركة في تدييخ الذأن العام، بالإضافة إلى تظبيق الإدارة الإلكتخونية في الكثيخ مؽ الم ا خفق التي كان ليا أثخ في تحديؽ الخجمة العمؾمية التي تعتبخ ىجف أساسي لمتنمية المحمية ، إلا أن تمػ الجيؾد لؼ تخمؾا مؽ الع ا خقيل نغ ا خ لحجاثة تجخبة التؾجو نحؾ العرخنة في الج ا دئخ ومذكمة تأقمؼ المؾاطؽ والمؾعف مع الآليات الججيجة وصعؾبة ربظيا بمؾضؾع التنمية، حيث وجب إعادة النغخ في تؾعيف تمػ الآليات خاصة فيما يتعمق بالإدارة الإلكتخونية وضخورة التؾجو نحؾ تعميؼ الخقمنة وبحل جيج أكثخ لتحقيق أىجاف التنمية المحمية والؾطنية. كلمات مفتاحية : العصرنة ، المرفق العام ، الإصلاح الإداري ، الإدارة الإلكترونية ، التنمية المحلية Résumé : Cette étude vise à examiner la nature des efforts déployés par l'Algérie pour moderniser la gestion de service public et à tenter de déterminer l'impact de ces efforts sur la question du développement local, depuis la réforme administrative, qui comprenait le renforcement du système juridique et des organes chargés du processus de réforme , jusqu'au projet de l'administration électronique et au diagnostic du rôle de l'État et les communautés locaux dans la question du développement local , ainsi que l'impact des plans et programmes de développement dans l'amélioration des services de l'utilité publique. L'étude a conclu que l'Algérie a tenté de réhabiliter la gestion de service publique en passant de la centralisation à la décentralisation dans le processus de gestion , en redistribuant les tâches par le biais du mécanisme de délégation et de partenariat avec le secteur privé , et en renforçant le rôle du citoyen pour participer à la gestion des affaires publiques, en plus de l'application de l'administration électronique dans de nombreuses installations qui ont eu un impact sur l'amélioration du service public, ce qui est un objectif fondamental du développement local. Cependant, ces efforts n'ont pas été sans obstacles en raison de l'expérience récente de la modernisation en Algérie et du problème des citoyens et des employés s'adaptant à de nouveaux mécanismes et de la difficulté de les relier à la question du développement, car l'emploi de ces mécanismes doit être reconsidéré, notamment en ce qui concerne la gestion électronique et la nécessité de progresser vers la numérisation et de faire plus d'efforts pour atteindre les objectifs de développement locaux et nationaux. Abstract : This study seeks to examine the nature of Algeria’s efforts to move towards modernizing the management of public service and trying to know the impact of these efforts on the issue of local development, based on the administrative reform that included strengthening the legal system and The role of some bodies in the reform process, leading to the electronic administration project, diagnosing the role of the state and local authorities in the issue of local development, and the impact of development plans and programs in improving public utility services. The study concluded that Algeria attempted to rehabilitate public service administration by moving from centralization to decentralization in the process of management and redistribution of tasks through the mechanism of delegation and partnership with the private sector, and enhancing the role of the citizen to participate in the management of public affairs, in addition to the application of electronic administration in many sectors , which has had an impact in improving public service, which is considered a basic goal for local development. However, these efforts were not done without obstacles due to the recent experience of moving towards modernization in Algeria, the problem of citizen and employee adapting to the new mechanisms, and the difficulty of linking them to the issue of development, as the employment of these mechanisms must be reconsidered, especially with regard to electronic administration, and the necessity of moving towards generalization of digitalization and make more efforts to achieve local and national development goals.
