Abstract

Résumé : Le concept d'État et de société civile est l'un des concepts et des termes les plus importants qui circulent actuellement parmi les concepts politiques et sociaux, c'est pourquoi cette étude les éclaire sur les aspects problématiques des deux concepts et sur leur développement. à travers différentes étapes historiques, et analyse les études des écoles de pensée et de théorie les plus importantes qui s'y intéressent, ainsi que l'étendue L'adéquation du concept à la réalité arabe en général et à la réalité algérienne en particulier, car l'étude s'est concentrée sur la réalité de la société civile algérienne et son évolution historique à travers les étapes politiques et sociales qu'a traversées l'Algérie et sa relation avec l'État comme point d'ancrage important dans l'avènement de la démocratie.L'étude a également cherché à décrire le caractère qui la caractérise. la société civile et l'État en Algérie, et une tentative de distinction entre la société civile d'une part, avec ce qu'elle représente de modernité, et la société civile, d'autre part, avec ce qu'elle représente de traditions. Nous avons également énuméré dans cette étude les fondements les plus importants pour l'activation de la société civile en Algérie à partir de tous les aspects des fondements juridiques, politiques, économiques et sociaux en plus de l'idéologie culturelle, et nous avons identifié les mécanismes les plus importants associés à la relation tripartite entre l'État, la société civile et les groupes traditionnels. L'étude a pris l'Etat de Saïda dans son aspect de terrain comme échantillon de recherche pour tenter de connaître la réalité réelle de la société civile, son rôle et ses relations avec l'Etat. Abstract : The concept of the state and civil society is one of the most prominent concepts and terms that are currently in circulation among the political and social concepts. Therefore, this study sheds light on them in terms of the problematic aspects of the two concepts and their development through different historical stages, and analyzes the studies of the most prominent schools of thought and theory interested in them, as well as the extent The suitability of the concept to the Arab reality in general and the Algerian reality in particular, as the study focused on the reality of Algerian civil society and its historical development through the political and social stages that Algeria went through and its relationship with the state as an important anchor in achieving democracy. The study also sought to portray the character that characterizes it. The relationship between civil society and the state in Algeria, and an attempt to distinguish between civil society on the one hand, with what it represents of modernity, and civil society, on the other hand, with what it represents of traditions. We also enumerated in this study the most prominent foundations for activating civil society in Algeria from all aspects of legal, political, economic and social foundations in addition to cultural ideology, and we identified the most important mechanisms associated with the tripartite relationship between the state, civil society and traditional groups. The study took the state of Saida in its field aspect as a research sample in an attempt to know the real reality of civil society, its role and its relationship with the state. :الملخص

يعد مفهوم الدولة والمجتمع المدني من أبرز المفاهيم و المصطلحات الأكثر تداولا حاليا من المفاهيم السياسية و الاجتماعية، و عليه فإن هذه الدراسة تسلط الضوء عليهما من ناحية إشكالية المفهومين و تطورهم عبر المراحل التاريخية المختلفة و تحليل دراسات أبرز المدارس الفكرية و النظرية المهتمة بهما ، وكذا مدى ملائمة المفهوم للواقع العربي بصفة عامة و الواقع الجزائري بصفة خاصة ، حيث ركزت الدراسة على واقع المجتمع المدني الجزائري و تطوره التاريخي عبر المراحل السياسية و الاجتماعية التي مرت بها الجزائر و علاقته بالدولة كمرتكز هام في تحقيق الديمقراطية ،كما سعت الدراسة إلى تصوير الطابع التي تتصف به العلاقة بين المجتمع المدني و الدولة في الجزائر و محاولة التمييز بين المجتمع المدني من جهة بما يمثله من حداثة و المجتمع الأهلي من جهة أخرى بما يمثله من التقاليد. كما عددنا في هذه الدراسة الأبرز أسس تفعيل المجتمع المدني في الجزائر من كافة الجوانب من أسس قانونية و سياسية و اقتصادية و اجتماعية إضافة إلى الإيديولوجية الثقافية ، وحددنا أهم الميكنزمات المرتبطة بالعلاقة الثلاثية ما بين الدولة و المجتمع المدني و الجماعات التقليدية و أخذت الدراسة ولاية سعيدة في جانبها الميداني كعينة بحثية في محاولة معرفة الواقع الحقيقي للمجتمع المدني و دوره و علاقته مع الدولة
