الجماعات الاقليمية ودورها في تحقيق التنمية المحلية بالجزائر

Abstract

Les collectivités territoriales en Algérie représentent le cadre institutionnel et juridique chargé des missions de réalisation du développement local et de sa mise en œuvre. Par conséquent, ils travaillent pour répondre aux besoins et aux droits des résidents de leur territoire dans divers domaines, ce à quoi l'Algérie a travaillé en tant qu'État de droit, de droit et de justice sociale à travers l'adoption d'un ensemble de réformes visant à renforcer son institutions locales économiquement, politiquement et administrativement, et cela dépend du degré de satisfaction des citoyens vis-à-vis de ces réformes et de leur rôle dans la levée des obstacles auxquels sont confrontées les collectivités territoriales, ce qui contribue à la stabilité et au développement de l'État. Ceci a été étudié en évaluant la performance des collectivités territoriales en Algérie en général et dans la province d'Oran en particulier The territorial communities in Algeria represent the institutional and legal framework entrusted with the tasks of achieving local development and its implementation. Therefore, they are working to provide the needs and rights of the residents of their territory in various fields, which is what Algeria has worked on as a state of right, law and social justice through its adoption of a set of reforms aimed at strengthening its local institutions economically, politically and administratively, and this depends on the degree of citizen’s satisfaction with these reforms and their role in removing the obstacles facing the the territorial communities, which contributes to the stability and development of the state. This was studied by evaluating the performance of the territorial communities in Algeria in general and Oran Province in particular. تمثل الجماعات الإقليمية في الجزائر ذلك الاطار المؤسساتي والقانوني المكلف بمهام تحقيق التنمية المحلية وتجسيدها في الواقع، فهي هيئات ملزمة بالعمل على تلبية مطالب واحتياجات سكان اقليمها والتمكين لحقوق المواطن مهما كان طابعها. وهو ما عملت عليه الجزائر كدولة حق وقانون وعدالة اجتماعية، وذلك باعتمادها لسلسلة من الاصلاحات الشاملة بهدف تقوية مؤسساتها المحلية اقتصاديا وسياسيا واداريا، حيث أن تحقيق التنمية يساهم في استقرار الدولة وتطورها . ويتوقف ذلك على درجة رضا المواطن عن السياسات التنموية المعتمدة، ورفع جميع العراقيل التي تواجه جماعاتها الاقليمية وهو ما تم التطرق اليه من خلال تقييم أداء الجماعات الاقليمية في الجزائر عموما، وولاية وهران تحديدا من خلال تجسيدها للإصلاحات المعتمدة وانعكاسات ذلك على التنمية المحلية في مختلف أبعادها .
