Abstract

يعد مفهوم المواطنة من أبرز المواضيع التي شغلت أراء الكثير من الفلاسفة والمفكرين وحتى القديسين على مر التاريخ الإنساني بصفة عامة والفكر الفلسفي السياسي بصفة خاصة، فالمواطنة كموضوع وكمفهوم لا يمكن حصرها في الجانب التعريفي فقط ، بل في الأسس والقيم التي يقوم عليها، والتي حاول كل فيلسوف التأكيد عليها من منظوره الخاص، فالمرحلة اليونانية حصرت مفهوم المواطنة في المشاركة السياسية وهذه الصفة كانت مقتصرة على المواطن اليوناني فقط دون غيره من الأفراد، لكن هذا المفهوم عرف نوع من التوسع والإستقلالية مع ظهور الإمبراطورية الرومانية والدين المسيحي والإسلامي، حيث عرفت بالمواطنة العالمية والذي عرف مشاركة فئة كبيرة من المجتمع خاصة العبيد، إلا أن هذا المفهوم لم يعرف الإستقرار خاصة مع تفكك الإمبراطورية وظهور ما يعرف بالدولة، حيث تأسس مفهوم المواطنة علي فكرة الحرية والعدالة والحقوق والواجبات وغيرها، إلا أن حقيقة المواطنة لم تكتمل مع العصر الحديث حيث عرف نوع من التعصب والعنصرية خاصة الأحداث التي عرفها العالم مثل العولمة، الهجرة والتنوع اللغوي والثقافي، والحروب الأهلية والتغيرات المناخية وغيرها كل هذه المعطيات ساهمت في ضرورة بلورة مفهوم جديد يتماشى مع هذه التغيرات عرف بإسم مواطنة متعددة الثقافات. Le concept de citoyenneté est l’un des sujets les plus importants qui ont occupé les points de vue de nombreux philosophes, pensée politique philosophe a tenté de la confirmer de son propre point de vue, La période grecque limitait le concept de citoyen grec uniquement, sans aucun autre individu, mais ce concept a connu une sorte d’expansion et d’indépendance avec l’émergence de l’empire romain et de la religion chrétienne et islamique, ou il était connu sous le nom de citoyenneté mondiale, qui définissait la participation d’un grand groupe de la société, surtout des esclaves, mais ce concept n’a pas avec la désintégration de l’empire et l’émergence de ce qu’on appelle l’état là où le concept de citoyenneté était fondé sur l’idée de liberté, de justice, de droits, de devoirs et autres, mais la réalité de la citoyenneté n’était pas complète avec l’ère moderne, ou une sorte d’intolérance et de racisme était connue, en particulier les évènements que le monde connu comme la mondialisation, les migrations, la diversité linguistique et culturelle, les guerres civiles, les changements climatiques et autres. Toutes ces données ont contribué à la nécessité de former un nouveau concept en relation avec ces changements connu sous le nom de citoyenneté multiculturelle.The concept of citizenship is one of the most prominent topics that occupied the views of many philosophers, thinkers and even saints throughout Islamic history in general and philosophical thought in particular. Citizenship as a subject and as a concept cannot be limited to the defining aspect only, but to the foundations and values on which it is based and which each philosopher tried to emphasize from his own perspective. The Greek stage confined the concept of citizenship to political participation, and this characteristic was limited to the Greek citizen only, without other individuals. But this concept knew a kind of expansion and independence with the emergence of the Roman Empire and the Christian and Islamic religion, it was known as global citizenship, which defined the participation of a large group of society, especially slaves, but this concept did not know stability, especially with the disintegration of the empire and the emergence of what is known as the state. Where the concept of citizenship was founded on the idea of freedom, justice, rights, duties and others, but the reality of citizenship was not complete with the modern era, where a kind of intolerance and racism was known, especially the events that the world has known such as globalization, migration, linguistic and cultural diversity, civil wars, climate changes and others. All these data contributed to the formation of a new concept that keep up with these changes known as multicultural citizenship.
