Economie internationale et protection de l'environnement quelles convergence

Abstract

Cette thèse contribue à la compréhension de la convergence entre l’économie internationale et l’environnement, en mettant l’accent sur le rôle des réformes de politique commerciale et celle d’investissement et les efforts engagés pour la protection de l’environnement. A l’aide d’une démarche économétrique appliquée à une base de données sur un échantillon de 56 pays avancés et pays en développement, nous montrons que l'atteinte d'une réelle convergence entre politique environnementale et commerciale nécessite la prise en compte du développement durable et une meilleure intégration des différentes politiques. Dans cette étude nous montrons, ainsi, que le lien entre l’ouverture et qualité de l’environnement est complexe pour être réduit dans un simple constat - soit « bon » ou « mauvais ». D’une part, une échelle plus élevée de la production peut engendrer plus de pollution et d’autres dommages environnementaux. D’autre part, l’effet de composition et de technique peuvent baisser ces dommages. Toutefois, il est difficile de mesurer l’effet net de ces canaux.This thesis contributes to the understanding of the convergence between the international economy and the environment, while emphasizing on the role of trades and investment policy reforms and the efforts made for the protection of the environment.Using an econometric approach applied to a database on a sample of 56 developed and developing countries, we show that achieving a real convergence between environmental and trade policy requires taking in consideration sustainable development and better integration of the different policies. In this study we show, also, that the link between openness and environmental quality is complex to be reduced to a simple observation - either "good" or "bad". On the one hand, a higher scale of production can lead to more pollutionand other environmental damage. On the other hand, the effect of composition and technique can lower this damage.
