L’INTEGRATION DES SYSTEMES DE MANAGEMENT QUALITE, SECURITE ET ENVIRONNEMENT

Abstract

Le système de management intégré, est un système qui permet de concentrer tous les efforts vers un même objectif ; ce système requière, pour sa pleine réussite, un réel engagement de la direction et une grande implication du personnel. Notre recherche s’est articulée autour de l’approche à mettre en place pour faire évoluer un système de management qualité existant vers un système de management intégré : qualité, environnement et santé sécurité au travail. Dans la partie empirique, nous nous sommes intéressés au cas du complexe GL2Z, cette unité de sonatrach fait partie des premières entreprises algériennes à avoir mis en place un système de management qualité en 2001, étendu en 2004 à un système intégrant l’environnement et la santé sécurité. Dans cette étude de cas, on a pu remarquer que la démarche appliquée au sein du complexe GL2Z, a permis de créer une nouvelle dynamique d’amélioration, de regrouper les différents acteurs du système autour d’un projet ambitieux et novateur et d’amener des réponses claires aux exigences normatives. L’approche processus, grâce à sa vocation opérationnelle, a permis au complexe de décliner les exigences normatives à l’ensemble des activités du système. نظام الإدارة المتكاملة هو نظام يسمح بتركيز جميع الجهود نحو نفس الهدف؛ يتطلب هذا النظام، لتحقيق نجاحه الكامل التزامًا حقيقيًا من الإدارة ومشاركة كبيرة من الموظفين. وقد تمحور بحثنا حول النهج الذي سيتم تنفيذه لتحويل نظام إدارة الجودة موجود إلى نظام إدارة شامل يجمع الجودة والبيئة والصحة والسلامة في العمل. في الجانب التجريبي، نهتم بحالة مصنع LNG2 ، هذه الوحدة لشركة سوناطراك هي واحدة من أولى الوحدات الجزائرية التي أقامت نظام إدارة الجودة في عام 1002 ، وتم توسيعه في عام 1002 إلى نظام دمج البيئة والسلامة الصحية. في هذه الدراسة، لوحظ أن النهج المطبّق داخل مصنع LNG2 قد خلق ديناميكية جديدة للتحسين، بجمع مختلف الجهات الفاعلة في النظام حول مشروع طموح ومبتكر وتقديم إجابات واضحة للمتطلبات المعيارية. وقد أتاح نهج العملية، بفضل رؤيته التشغيلية، إطار عام للوفاء بمتطلبات المعايير الثلاثة على مستوى مختلف أنشطة النظام، وسمحت بتعريف مفصل لجميع مكونات النظام الإدارة المتكاملة وأخيراً، من الواضح أن التحكم في العمليات وتفاعلاتها يسهل إلى حد كبير الإدارة الكلية للنظام. Our research was articulated around the approach to be put in place to evolve an existing quality management system towards an integrated management system: quality, environment and health and safety at work. In the empirical part, we were interested in the case of the LNG2 plant, this sonatrach unit is one of the first Algerian companies to have set up a quality management system in 2001, extended in 2004 to a system integrating the environment and the environment. health security. In this case study, it was noted that the approach applied within the LNG2 plant, has created a new dynamic of improvement, to bring together the various actors of the system around an ambitious and innovative project and to bring clear answers to the normative requirements. The process approach, thanks to its operational vocation, allowed the complex to decline the normative requirements to all the activities of the system.
