المجتمع المدني والشّرطة في مكافحة الآفات الإجتماعية

Abstract

تناولنا في هذه الأطروحة الحديث عن كل من المجتمع المدني و تحديدا المؤسسات الجمعوية الناشطة والعلاقة التي أصبحت تربطها بجهاز الشرطة داخل المجتمع الجزائري ، كما سعينا إلى محاولة التعرف على واقع هذه العلاقة التي تجلّت في الأفق بناءا على عمل كلا الطرفين في مجال التصدي لمختلف الآفات الإجتماعية. تبنّت هذه الدراسة مجموعة من الأهداف أهمّها التعرف أكثر على اتّجاهات عمل المؤسسات الجمعوية والشرطة في الجزائر والظروف الإجتماعية والسياسية التي مرّتا عبرها وكذا تسليط الضوء على الحاجة الإجتماعية لمثل هكذا شراكات في سبيل بناء مجتمع سليم ومتكامل قدر الإمكان وكذلك التعرّف عن قرب على دوافع العمل المشترك بين هاتين الجهتين وأهم النتائج التي تمّ تحقيقها في إطار ذلك والنقائص التي لا زال يتوجب العمل على تداركها. Résumé : Dans notre thèse nousnous intéressons à la relation entre les associations actives et la police algérienne. En effet, nous avons cherché à identifier la réalité de cette relation qui s’est apparue à l’horizon entre ces deux organisations, dont le but de lutter contre les différents fleaux sociaux. Notre étude a adopté un ensemble d’objectifs dont le plus important est d’en apprendre davantage sur les attitudes des associations et de la police en Algérie. Aussi, nous avons tenté à comprendre les conditions sociales et politiques traversées par ces parties et de souligner le besoin social de tel partenariat pour une société aussi saine et intégrée que possible. En outre, notre travail vise à identifier de près les motifs de l’action conjointe entre ces deux institutions, les résultats de leur partenariat et les insuffisances qui restent à combler. In this thesis, we discussed civil society, including active associations and its relationship with the Algerian police, as well as we sought to identify the reality of this relationship that hasemerged in the past horizon between these two organizations, whose purpose is to fight against various social parasites. This study adopted a set of objectives, the most important of which is to learn more about the attitudes of associations and police in Algeria; also, we have tried to understand the social and political conditions experienced by these parties, and to highlight the social need for such partnerships for a society as healthy and integrated as possible. Our work aims to identify closely the reasons for joint action between these two institutions, the results of their partnership and the gaps that remain to be filled.
