L’impact des accords de libre-échange signés par l’Algérie sur la fiscalité nationale

Abstract

الملخص: يتميز الاقتصاد العالمي بعولمة وتدويل التجارة، مما زاد من حرية حركة السلع والخدمات ورؤوس الأموال. ومن أجل التموضع بفعالية في هذا لنظام الاقتصادي العالمي،فان الدول ملزمة للانضمام إلى هذه الحركة.الجزائر مثلها مثل باقي الدول اختارت الانفتاح على اقتصاد العالمي .وقد أدى هذا الى توقيعها لسلسلة من اتفاقيات التبادل الحر كان لها تأثير على السياسة الاقتصادية للبلاد ككل والسياسة الضريبية على وجه الخصوص. ونظر الوجود علاقة وثيقة بين هذه الاتفاقيات والجباية، فان دخول اتفاقيات التبادل حيز التنفيذ نتج عنه بالضرورة الإلغاء التدريجي لجميع التعريفات الجمركية. لقد أدى تفكيك التعريفات الجمركية الخسارة كبيرة في الإيرادات بالنسبة للجزائر الأمر الذي دفع السلطات العمومية إلى مراجعة سياستها الضريبية بكاملها من خلال سلسلة من الإصلاحات الجبائية.

Résumé:

L’économiemondialeestcaractériséeparl’internationalisationdeséchangeschosequiaaccentué la libre circulation des biens, services et capitaux. Afin de pouvoir se situer aux mieux dans ce système économique mondiale les Etats se sont vu obligé d’adhérer à ce mouvement, l’Algérie à l’instar de tous cespays,elleaprislechoixdes’ouvriràl’économiemondiale.Cechoixs’esttraduitparlasignatured’une série d’accords de libre-échange. Cesaccordsonteuunimpactsurlapolitiqueéconomiquealgérienneetplusparticulièrementsapolitique fiscale. Eneffet, ilexiste une relation très étroite entre ces accords et la fiscalité. L’entrée en vigueur de ces accords exige une élimination progressive de tous les tarifs douaniers afin d’instaurer une zone de libre-échange. Ce démantèlement tarifaire a engendré pour l’Algérie un manque de ressources budgétairesimportantes,chosequiapoussélesautoritéspubliquesàrevoirtoutesapolitiqueparlebiais d’une série de réformes fiscales. Abstract: The global economy is characterized by the internationalization of trade, which has accentuated the free movement of goods, services and capitals. In order to position themselves as effectively as possible in the global economic system, countries are obliged to join this movement, and Algeria like all these countries, has chosen to open up to the market economy. This choicehas ledto the signing of a seriesof free tradeagreements; these agreementshave had an impact on Algerian economic policy as whole and on tax policy in particular. Becausethereisaverycloserelationshipbetweentheseagreementsrequirestheprogressiveelimination off all customs tariffs in order to establish a free trade zone. ThisdismantlingoftariffshasresultedinasignificantlossofearningsforAlgeria,whichhaspromptedthe public authorities to review us, entire tax policy through a series of legal reforms.
