Résumé: Summary The city of Mascara witnessed a remarkable demographic growth, especially in the period between 1931 AD-2018. The population increased from 19,000 to 134,122 people. The city expanded and its population developed in all stages of its growth according to a spatial system in all successive historical periods from the prehistoric period. To this day, in front of the topography of the area that stands as a barrier to this development of expansion, the demand for housing has increased, so its destination, which was from the northern side to the southern side, was changed to be in the northeastern side of the city in line with its real estate balance. The population development of this city was accompanied by the production of a diversified urban real estate through the various stages of its expansion in accordance with the various urban policies and housing programs adopted by the Algerian state to eliminate the housing crisis, the most important of which is collective housing, the rent-sale formula for a justice agency, which was introduced in 2001 in some states of the country, to benefit the city A camp of 3300 dwellings in this form at the beginning of 2013 through five residential neighborhoods, these housing units were completed to provide a high real estate offer on the one hand and rationalize the use of the property on the other hand, high-rise buildings with nine floors in most of them and apartments consisting of 4 rooms with benefiting families with young families Separated from the mother family and most of its members are between 3-4 members, and this is in line with the criteria for occupying a nationally accredited room, in addition to a varying educational level between university and secondary, where more than half of the residents of these housing are rented by the state, any first beneficiary, and this is due to the modernity of housing Which does not exceed a year (occupation of a house between 2020 and 2021) and the non-expiration of a maximum rental period of 25 years translates into the lack of beneficiaries obtaining a property contract but a rental contract, and the housing formula is considered a sale without rent a useful and reasonably priced formula. D quality and quality that improves the standard of living of the beneficiaries of these housing, which made some residents aspire to change their housing towards housing that provides luxury and comfort as individual housing.
