« Le commerce extérieur de l’Algérie : l’impact du démantèlement tarifaire sur la croissance économique, cas de l’Accord d’Association avec l’Union Européenne »

Résumé :

Ce travail a pour objectif de préciser l’intérêt de l’Accord d’Association entre l’Algérie et l’Union Européenne signé à Valence en 2002 et entré en vigueur le 1er septembre 2005. Englobant les dimensions politiques, sociales et culturelles, cet accord accorde une importance particulière au volet commercial à travers la mise en place d’une zone de libre-échange Algéro- européenne et un démantèlement tarifaire graduel. Il est donc pertinent de revenir sur les différents schémas de concession tarifaire pour les importations et exportations de produits originaires de l’UE afin de dresser un état des lieux sur l’impact du démantèlement sur les recettes douanières et le budget de l’Etat algérien, sur le commerce extérieur et sur les IDE. Abstract : This work aims to clarify the interest of the Association Agreement between Algeria and the European Union signed in Valencia in 2002 entered into force on 1 September 2005. Encompassing the political, social and cultural dimensions, this agreement gives particular importance to the trade aspect through the establishment of an Algerian-European free trade area and a. gradual tariff dismantlement It is therefore appropriate to review the various tariff concession schemes for imports and exports of products originating in the EU in order to assess the impact of dismantling on customs revenue and the budget of the Algerian State. ملخص: يهدف هذا العمل إلى توضيح اهتمام اتفاقية الشراكة بين الجزائر والاتحاد الأوروبي الموقعة في فالنسيا في عام 2002 والتي دخلت حيز التنفيذ في 1 سبتمبر 2005. وبالنظر إلى الأبعاد السياسية والاجتماعية والثقافية، يولي هذا الاتفاق أهمية خاصة للجانب التجاري من خلال إنشاء منطقة تجارة حرة جزائرية أوروبية و - إلغاء تدريجي للتعريفة الجمركية ومن ثم فإن من المناسب استعراض مختلف مخططات الامتيازات التعريفية لواردات وصادرات المنتجات التي منشؤها الاتحاد الأوروبي من أجل تقييم أثر التفكيك على الإيرادات الجمركية وميزانية الدولة الجزائرية. الكلمات المفتاحية: تفكيك التعريفة الجمركية، اتفاقية الشراكة، التجارة، الاستثمار الأجنبي المباشر، الاتحاد الأوروبي، الجزائر، الحمائية ،الانفتاح ،الضرائب والنمو الاقتصادي.
