معضلة الامن المجتمعي في العراق منذ 2003

Abstract

تسعى هذه الد ا رسة إلى تشخيص واقع معضلة الأمن المجتمعي بالع ا رق من خلال البحث في أسبابها وتداعياتها، والإحاطة بالتحديات الداخلية والخارجية، التي حالت دون تحقيق الأمن المجتمعي خاصة بعد الغزو الأمريكي، وإسقاط النظام السابق. وتلقي الضوء على الفواعل المحلية المؤثرة في زيادة حدة المعضلة، سياسية كانت أ ومنية، والبحث في دور الفواعل الخارجية، كما تهدف البحث عن العوامل المؤثرة في العلاقات البينية بين مك ونات المجتمع الع ا رقي. فقد كشف الاحتلال الأمريكي عن هشاشة الأمن المجتمعي بالع ا رق وعن سهولة الاخت ا رق الخارجي. أ وفضت الد ا رسة إلى نتيجة مفادها فشل نظام المحاصصة والديمق ا رطية التوافقية واللذان أنتجا مجتمعا مفككا قابلا للتقسيم على أسس طائفية وعرقية ولغوية، وجعل مشروع تقسيم الع ا رق إلى ثلاث مك ونات أم ا ر واقعا. الكلمات المفتاحية: الأمن المجتمعي، الع ا رق، الطائفية، المحاصصة، الديمق ا رطية التوافقية Summary: This study seeks to diagnose the reality of the societal security dilemma in Iraq by examining its causes and repercussions, and taking note of the internal and external challenges that prevented the achievement of societal security, especially after the American invasion and the overthrow of the previous regime. The study sheds light on the local actors affecting the aggravation of the dilemma, both political and security, as well as researching the role of external actors. The study also aims to search for the factors influencing the inter-relationships between the components of Iraqi society. The American occupation revealed the fragility of social security in Iraq and the ease of external penetration. The study resulted in the failure of the quota system and consensual democracy, which produced a fragmented society that could bedivided along sectarian, ethnic and linguistic lines, made the project of dividing Iraq into three components a reality. Résumé: Cette étude cherche à diagnostiquer la réalité du dilemme de sécurité sociétale en Irak en examinant ses causes et ses répercussions, et en prenant note des défis internes et externes qui ont empêché la réalisation de la sécurité sociétale, en particulier après l'invasion américaine et le renversement du régime précédent. . L'étude met en lumière les acteurs locaux qui contribuent à l'aggravation du dilemme, à la fois politique et sécuritaire, ainsi que le rôle des acteurs externes. L'étude vise également à rechercher les facteurs influençant les interrelations entre les composantes de la société irakienne. L’occupation américaine a révélé la fragilité de la sécurité sociale en Irak et la facilité de la pénétration extérieure. L’étude a abouti à l’échec du système de quotas et la démocratie consensuelle, qui a produit une société fragmentée pouvant être divisée selon des lignes sectaires, ethniques et linguistiques, a fait du projet de diviser l’Irak en trois composantes une réalité.
