تداعيات الهجرة غير الشرعية على الأمن المجتمعي

Abstract

تناولت الدراسة تداعيات الهجرة غير الشرعية على الأمن المجتمعي بداية بإبراز التحول من المفهوم التقليدي للأمن الذي يركز على أمن الدولة إلى التركيز على الأمن المجتمعي كمدخل جديد في حقل الدراسات الأمنية، معني بالتهديدات التي تتعرض لها هوية المجتمع. ثم الانتقال في الجزء الثاني إلى دراسة واقع الهجرة غير الشرعية إلى الاتحاد الأوروبي من خلال رصد أسباب وانعكاسات الهجرة غير الشرعية على دول الاتحاد الأوروبي في مختلف المجالات، مع التركيز على آثار الهجرة العربية الإسلامية غير الشرعية على المجتمعات الأوروبية من خلال تسليط الضوء على الهجرة غير الشرعية -الهوية الأوروبية –الاندماج-التركيبة الاجتماعية، إلى جانب تنامي ظاهرة الاسلاموفوبيا داخل المجتمعات الأوروبية. والانتقال في الجزء الثالث إلى أمننة الاتحاد الأوروبي للهجرة غير الشرعية من خلال استعراض مختلف الآليات المعتمدة من قبل الاتحاد الأوروبي في مجال مكافحة الهجرة غير الشرعية، ثم تقييم مدى ملائمة تلك الآليات للمعايير الدولية لحقوق الإنسان ورصد انعكاسات السياسة الأمنية الأوروبية على الأمن الإنساني للمهاجر غير الشرعي. توصلت الدراسة إلى أن الهجرة غير الشرعية تشكل تهديدا للأمن المجتمعي، وتتفاوت آثارها على الأمن المجتمعي حسب درجة الاختلاف أو التباين الهوياتي بين المجتمعات المصدرة والمجتمعات المستقبلة، ومدى قبول أو رفض التعددية الثقافية والسياسية، وتعامل صانع القرار مع قضية الهجرة غير الشرعية في المجتمعات المستقبلة. الكلمات المفتاحية : الهجرة غير الشرعية، الأمن، الأمن المجتمعي، الهوية، المجتمع، الاتحاد الأوروبي، تهديد، أمننة.

Abstract :

The study dealt with the repercussions of illegal immigration on societal security, beginning by showing the converting from the traditional concept of security that focuses on state security to focusing on societal security as a new entry in the security studies field, concerned with threats to be exposed to the identity of society. Then moving on in the second part to study the reality of illegal immigration to the European Union, by monitoring the causes and repercussions of illegal immigration on the European Union countries in various fields, with focusing on the effects of Arab-Islamic illegal immigration on European societies by highlighting illegal immigration - European identity - integration - social structure, as well as the growing of Islamophobia phenomenon within European societies. And moving in the third part to the European Union’s securitization of illegal immigration by reviewing the various mechanisms approved by the European Union in the field of combating illegal immigration, then assessing the compatibility of these mechanisms with international human rights standards, and monitoring the implications of European security policy on the human security of illegal immigrants. The study concluded that illegal immigration poses a threat to societal security, and its effects on societal security vary according to the degree of difference or identities contrast between the exporting and receiving societies, and the extent of admission or rejection of cultural and political pluralism, and the decision-maker's handling with the illegal immigration issue in the receiving societies.
