السياسات الحكومية و دورها في تحقيق التنمية المحلية في الجزائر

Abstract

من بين الإصلاحات التي تأخذ حيزا واسعا في السياسات العامة للدولة نجد الجهود الجبارة التي تبذلها لإصلاح الجماعات المحلية على جميع المستويات وفي مختلف المجالات(الخدماتية-الإدارية-السياسية-الإقتصادية-الإجتماعية...الخ) ويدخل هذا ضمن التغيرات الداخلية التي يعرفها المجتمع الجزائري وذلك جراء ما يحدث على المستوى العربي وما شهده العالم في الآونة الأخيرة وهو ما زاد من تخوف الدولة من جهة وقام بتحفيزها من جهة ثانية على المبادرة بجملة الإصلاحات الكبرى خاصة على المستوى المحلي ويتجلى ذلك من خلال إصلاح قانوني الولاية والبلدية في السنوات الأخيرة .غير أنه ظهر لنا من خلال دراسة الحالة التي قمنا بها أن الجماعات المحلية مازالت تعاني وينقصها الكثير لتصل إلى مستوى اللامركزية الحقيقية التي تجسد وتكرس مبدأ الديمقراطية ومشاركة المواطن في إتخاذ القرار ،ومن خلال المقارنة بين قانون الجماعات المحلية لسنة 1990 وقانوني 2011و2012لاحظنا أن السلطات المحلية تحتاج استقلالية أكثر وسلطات أوسع تمكنها من أداء مهامها بالطريقة الأصح والأقرب الى احتياجات المواطن.Parmi les réformes qui prennent beaucoup d'espace dans la politique publique de l'Etat, nous trouvons d'énormes efforts pour réformer les collectivités locales à tous les niveaux et dans divers Zones (de service - aladareih-politico-économique... etc.) Cette relève les changements internes qui sont connus pour la société algérienne et que, par suite de ce qui se passe dans le monde arabe et le monde a connu ces derniers temps, qui a augmenté la peur de l'Etat d'une part et la seconde main Pthvezha à l'initiative, inter surtout aux importantes réformes au niveau local et cela se reflète à travers la réforme Etat de droit et des municipalités au cours des dernières années. Toutefois, il est apparu à nous par la situation que nous avons fait pour les communautés locales souffrent encore et manquent beaucoup à atteindre le niveau de décentralisation réelle incarnant consacre le principe de la démocratie et la participation citoyenne dans la prise de décision, et par la comparaison entre le droit des groupes locaux pour l'étude 1990 et juridique 2011 et 2012, nous avons remarqué que les autorités locales ont besoin de plus d'autonomie et de pouvoirs accrus pour leur permettre d'accomplir leurs tâches de façon plus correcte et plus proche des besoins du citoyen.Among the reforms that take up a lot of space in the public policy of the state, we find enormous efforts to reform local authorities at all levels and in various Areas (of service - aladareih-politico-economic...etc. .) This notes the internal changes that are known to Algerian society and that, as a result of what is happening in the Arab world and the world has been experiencing lately, which has increased the fear of the state on the one hand and the second hand Pthvezha to the initiative, inter especially to the important reforms at the local level and this is reflected through the reform of the rule of law and of the municipalities in recent years. However, it became apparent to us by the situation that we have made for local communities still suffering and lacking greatly in reaching the level of real decentralization embodying enshrines the principle of democracy and citizen participation in decision-making, and by comparison between the law of local groups for the 1990 and legal study 2011 and 2012, we noticed that local authorities need more autonomy and increased powers to enable them to carry out their tasks in a more correct and more close to the needs of the citizen.
