الإستراتيجية الأمنية الجزائرية بمنطقة الساحل الإفريقي في ظلّ التّواجد الفرنسي الأمريكي بعد 2012

Abstract

تعتبر منطقة الساحل الإفريقي من بين المناطق التي تشهد حالة من التأزم و عدم الاستقرار، بوحدات مترابطة جغرافيا و مفككة اجتماعيا وسياسيا، وتميزها الهشاشة في مبناها الإجتماعي، الإقتصادي و السياسي. الأمر الذي خلق حالة من عدم التجانس اللغوي، نزوح، هجرة و تنوع ديني. اقتصاديات قائمة على البقاء والبحث عن سبل العيش حيث النزاع على الموارد الطبيعية، لتتعقد الخارطة الجيوبوليتيكية أكثر بسقوط نظام القذافي و وقوع مالي في نزاع مفتوح منذ عام 2012، لتصبح البيئة الإستراتيجية الإقليمية للجزائر تتميز بعدم اليقين الجيوبوليتيكي بعلاقات لاخطية تتضمن أطراف محلية ودولية بتفاعلات متشابكة و ردود فعل مختلفة، ما يجعل التهديدات والفرص غير قابلة للتنبؤ، واقع هيّأ الظروف لتدخل أجنبي ببعد عسكري. فبخدمات غائبة والتشكيك في شرعية الدول القائمة ذات الولاء للدول الغربية وتداخل النزاعات التي تعرف ديناميكية شديدة، تنادي الجزائر بضرورة الحل السياسي لحل نزاعات الساحل بطرح تنموي واستراتيجية قائمة على وسائل مختلفة، لتتبلور الإستراتيجية الجزائرية في إطار مفهوم الأمن الشامل على ركائز ومقوماتها القائمة على أساس ثوابت دستورية و عقائدية، لكن على صعيد الممارسة العملية ومع تفضيل دول الساحل التعامل مع الطرفين الفرنسي و الأمريكي في سياق منطق العسكرة يبقى الطرح التنموي متأخرا، مما يتوجب على الجزائر تفعيل وصياغة استراتيجية متكاملة تأخذ في عين الإعتبار العلاقات الثنائية القائمة على أساس الشراكة بين دول الساحل والطرفين الفرنسي والأمريكي و تفعيل المبادرات الإقليمية بزرع الثقة مع دول الميدان وتحقيق التكامل الإقليمي على أساس المصلحة العامة. La région du Sahel africain est l’une des régions de crise et d’instabilité, dans des unités géographiquement liés et fragmenté socialement et politiquement, elle se caractérise par la fragilité de sa structure sociale, économique et politique. Ce qui a créé un état d'hétérogénéité linguistique, de déplacement, de migration et de diversité religieuse. Des économies basées sur la survie et la recherche de moyens de subsistance où le conflit sur les ressources naturelles. La carte géopolitique est compliquée par la chute du régime de Kadhafi et le Mali dans un conflit ouvert depuis 2012, ou l’environnement stratégique régional pour l’Algérie caractérise par l’incertitude géopolitique avec des relations non linéaires impliquant des parties locales et internationales ayant des interactions et des réactions différentes, rendant les menaces et les opportunités imprévisibles, une réalité qui a créé les conditions d’une ingérence étrangère dans une dimension militaire. Avec l’absence de services et la remise en cause de la légitimité des pays existants avec la loyauté envers les pays occidentaux et l’interaction de conflits très dynamiques, l’Algérie plaide pour la nécessité d’une solution politique pour résoudre les conflits du Sahel Africain en proposant un développement et une stratégie reposant sur différents moyens. La stratégie algérienne se cristallise dans le cadre du concept de sécurité globale basé sur des Constantes constitutionnelles et doctrinales, mais dans la pratique, et avec la préférence des pays du Sahel de traiter avec les partis français et américains dans le cadre de la logique de militarisation, la proposition algérienne de développement reste retardée, qui devraient permettre à l’Algérie d’activer et de formuler une stratégie intégrée prenant en compte les relations bilatérales fondées sur le partenariat entre les pays du Sahel et les parties française et américaine et l’activation d’initiatives régionales en établissant un climat de confiance avec les pays du terrain et en réalisant l’intégration régionale sur la base de l’intérêt public The region of the African Sahel is one of the regions of crisis and instability, in units geographically linked and fragmented socially and politically, it is characterized by the fragility of its social, economic and political structure. With the absence of services and the questioning of the legitimacy of existing countries with loyalty to Western countries and the interaction of very dynamic conflicts, Algeria argues for the need for a political solution to resolve conflicts in the African Sahel by proposing a development and a strategy based on different means. The Algerian strategy is crystallized within the framework of the concept of global security based on constitutional and doctrinal Constants, but in practice and with the preference of the Sahel countries to deal with the French and US parties in the context of the logic of militarization, the development proposal remains late, which should allow Algeria to activate and formulate an integrated strategy taking into account the bilateral relations based on the partnership between the Sahel countries and the French and American parties and the activation of regional initiatives by building trust with the countries in the field and achieving regional integration on the basis of the public interest.
