LA CONCRETISATION DES BUDGETS DE LA RECHERCHE SCIENTIFIQUE ET DU DEVELOPPEMENT TECHNOLOGIQUE DE L’UNIVERSITE EN ALGERIE

Abstract

La recherche scientifique et le développement technologique est l’un des axes primordial afin de répondre aux préoccupations de l’environnement socio-économique de la société. Notre recherche vise essentiellement les difficultés et les obstacles de la concrétisation des budgets de la recherche scientifique et du développement technologique vis à vis la gestion administrative, juridique et scientifique à travers l’application des principes de la passation des marchés publics. Aussi, nous ciblons la vision d’organisation de la démarche relative au suivi de la vie des équipements lourds acquis au profit du laboratoire de recherche de l’Université en Algérie par le biais de la détermination du concept d’achat public durable par rapport aux conditions d’utilisation du financement accordé par les autorités supérieures. Scientific research and technological development is one of the main axes politically, scientifically in order to respond to the economic and environmental concerns of society. Our research essentially targets the difficulties and obstacles of the concretization of scientific research and technological development budgets in the face of administrative, legal scientific management through public procurement. Also, we target the organizational vision of the approach for monitoring the life of heavy equipment acquired for the benefit of the University’s research laboratory in Algeria through the determination of the concept of sustainable development vis-a vis the scientific research. يعتبر البحث العلمي و التطوير التكنولوجي من أهم المحاور السياسية و العلمية للإجابة عن مختلف الإنشغالات البيئية و الإقتصادية و الإجتماعية الهدف الأساسي للبحث يتعلق بمحاولة معرفة مختلف العوائق، المشاكل و العقبات الخاصة بتحقيق إستعمال الموارد المالية للبحث العلمي و التطوير التكنولوجي عن طريق فهم التسيير الإداري، القانوني و العلمي في إطار قانون الصفقات العمومية بالجزائر. كذلك محاور البحث تكمن في إقتراح نموذج تنظيمي المتعلق بسيرورة متابعة حياة التجهيزات العلمية الخاصة بمخابر الجامعية للبحث العلمي بالجزائر عن طريق إدراج عدة مصطلحات علمية من بينها التنمية المستدامة للبحث العلمي
