مفهوم الإرهاب ودلالاته

Abstract

الإرهاب ظاهرة بشریة خطیرة جداً على الأف ا رد والمجتمعات، وقد ارتبط ظهورها بنهایة العصر الحدیث على الرغم من وجودها قبل ذلك بكثیر في أشكال مختلفة، وتحت مسمیات ودلالات أخرى تشیر له ضرورة، كالعنف، والتهدید، والتطرف ...إلخ، وقد كان الإرهاب محل د ا رسة من طرف العدید من الباحثین والمفكرین والسیاسیین والفلاسفة الذین سعوا إلى ضبط مفهومه في البدایة، وحاولوا بعد ذلك فهم الظاهرة من خلال البحث في أصولها، وكذا دوافعها التي تحركها وأسبابها الحقیقیة، بغیة الحد من انتشارها وحصرها ومحاولة القضاء علیها، ومن هؤلاء المفكرین والفلاسفة نجد الفیلسوف اللغوي والسیاسي الشهیر نعوم تشومسكي الذي تناولت كتاباته السیاسیة الكثیرة هذه الظاهرة بالشرح والتحلیل، واستطاع تعرفیها كما شخص الأسباب الحقیقیة لتفاقمها من وجهة نظره الخاصة، حیث یؤكد تشومسكي أن المصالح المادیة الخاصة للدول العظمى هي السبب الرئیسي الذي جعل الإرهاب یتحول من أعمال فردیة متفرقة إلى ظاهرة دولیة منظمة تهدد العالم بأسره، كما یؤكد أن الولایات المتحدة الأمریكیة هي المسؤولة الأولى والمباشرة على ما یحدث في العالم الیوم من ص ا رع وحروب، كما یعتبرها ا رئدة الإرهاب المعاصر بحیث تقوم هي وحلفائها بصناعة بؤر للإرهاب في العالم تماشی اً مع مصالحهم الخاصة، وفي الأخیر یخلص إلى أن علاج ظاهرة الإرهاب یكمن في أن تتخلى الولایات المتحدة وحلفائها عن الإیدیولوجیة الب ا رغماتیة وعن اتباع مصالحها الشخصیة في دول العالم عامة، وفي دول العالم الثالث والدول النامیة خصوصاً حتى یعود له الأمن والاستق ا رر والازدهار. Terrorism is a very dangerous human phenomenon for individuals and societies, and its appearance was associated with the end of the modern era although it existed so long ago in different forms and under other names and indications of necessity such as violence, threats, extremism, etc. Terrorism has been studied by many scholars, thinkers, politicians and philosophers who sought to control its concept at first. They then tried to understand the phenomenon by looking at its origins as well as its motives and real causes in order to limit its propagation and to try and eliminate it. Among these thinkers and philosophers, we find the famous political philosopher and politician Noam Chomsky, whose many political writings have dealt with this phenomenon with explanation and analysis, has been able to know the real reasons for the aggravation of this phenomenon from his own point of view. Chomsky asserts that the special material interests of the superpowers are the main reason why terrorism is transformed from isolated individual actions into an organized international phenomenon that threatens the entire world. He also affirms that the United States is the primary and direct responsible for what is happening in today's world of conflict and wars. Furthermore, he considers it as a leading country in contemporary terrorism in which it and its allies create hotspots of terrorism in line with their own interests. Finally, he concludes that the treatment of the phenomenon of terrorism lies in the abandonment of the United States and its allies from the ideology of pragmatism and the pursuit of personal interests in the countries of the world in general, and in the third world and developing countries especially for the return of security and Stability and prosperity. Le terrorisme est un phénomène humain très dangereux pour les individus et les sociétés. Son apparition a été associée à la fin de l'ère moderne, même s'il existait il y a si longtemps sous différentes formes et sous d'autres noms et indications de nécessité telles que violence, menaces, extrémisme, etc. Le terrorisme a été étudié par de nombreux chercheurs, penseurs, politiciens et philosophes qui ont cherché à contrôler son concept au début. Ils ont ensuite tenté de comprendre le phénomène en examinant ses origines ainsi que ses motivations et ses causes réelles afin de limiter sa propagation et d’essayer de l’éliminer. Parmi ces penseurs et philosophes, on trouve le célèbre philosophe et homme politique Noam Chomsky, dont les nombreux écrits politiques ont traité ce phénomène avec explication et analyse, et qui a su connaître les véritables raisons de son aggravation de son propre point de vue. Chomsky affirme que les intérêts matériels particuliers des superpuissances sont la principale raison pour laquelle le terrorisme est passé d'actions individuelles isolées à un phénomène international organisé menaçant le monde entier. Il affirme également que les États-Unis sont les premiers responsables directs de ce qui se passe dans le monde actuel des conflits et des guerres. En outre, il la considère comme un pays leader du terrorisme contemporain dans lequel lui-même et ses alliés créent des foyers de terrorisme conformes à leurs propres intérêts. Enfin, il conclut que le traitement du phénomène du terrorisme repose sur l'abandon des États-Unis et de leurs alliés par l'idéologie du pragmatisme et la poursuite des intérêts personnels des pays du monde en général et du tiers-monde et des pays en développement. Particulièrement pour le retour de la sécurité, de la stabilité et de la prospérité.
