Abstract: Political participation is the core of the democratic process, and the system must provide the channels that regulate it within a legitimate and legal framework. This involves creating institutions capable of accommodating the diverse demands and interests of social groups and acting as intermediaries between society and the state. It is also a fundamental principle of community development. Genuine and successful development cannot occur without political participation. There is a close and reciprocal relationship between participation and development, as development provides greater opportunities to expand the scope of participation and creates incentives for it. Participation is both a right and a duty. It is the right of every member of society and simultaneously a duty and obligation. Every citizen has the right to participate in discussing public issues that concern them, to elect their representatives in parliament, and to run for office themselves if they believe they possess the ability and competence to lead the public and express their opinions and aspirations in parliamentary bodies. Participation is also the duty of every citizen, as they are required to fulfill their social obligations and responsibilities towards the issues of their community in order to bring about the necessary change towards a developmental direction in society. Participation in political decision-making is considered the essence of democracy, and therefore analysts who link development to the political sphere see popular political participation as a fundamental condition for development.
