Transmission Channels of Monetary Policy in Algeria 1990–2022 Abstract This thesis analyses the transmission mechanisms of monetary policy in Algeria over the period 1990–2022, within a context characterised by the transition to a market economy, structural dependence on hydrocarbons, and successive economic shocks. The central objective is to identify the channels through which the decisions of the Bank of Algeria influence inflation and real growth, and to assess their effectiveness within a specific financial and macroeconomic environment. From a theoretical perspective, the research traces the evolution of monetary policy from the first issuing banks to the unconventional instruments introduced after 2008. It examines the five standard transmission channels (interest rates, credit, exchange rates, asset prices and announcement effects) and highlights the limitations of models designed for advanced economies when applied to resource-dependent developing countries. The empirical approach is based on a vector autoregressive (VAR) model applied to quarterly data (1990–2022). Following tests for stationarity (ADF), Granger causality and optimal lag selection, the analysis utilises impulse response functions and variance decomposition to measure the impact of monetary policy instruments on inflation (CPI) and real GDP. The results reveal a weak, incomplete and asymmetric transmission. No channel exerts a significant and lasting influence on non-oil GDP, confirming the ineffectiveness of monetary policy in stimulating real growth. Conversely, the monetary channel (reserve requirements, liquidity withdrawals, deposit facilities) proves to be predominant in controlling inflation, acting mainly by absorbing excess bank liquidity. The credit and exchange rate channels remain marginal, due to low banking penetration, the predominance of public financing, the informal economy (estimated at 30–35% of GDP) and the structural rigidity of the Algerian financial system. These findings highlight a paradox: Algeria monetary policy functions primarily as a tool for price stabilisation, but fails to stimulate the real economy. This limitation can be explained by dependence on oil shocks, structural excess liquidity (2001–2014), banking concentration, the immaturity of financial markets and the complex interaction with expansionary fiscal policy. In light of these findings, the thesis makes several recommendations: to develop financial markets in order to diversify sources of financing, to strengthen competition in the banking sector, to channel excess liquidity towards productive investment, to improve institutional quality, and to coordinate monetary and fiscal policies. From an academic perspective, it calls for the development of theoretical frameworks tailored to developing economies and for greater coordination between academic research and the Bank of Algeria to improve data collection and the relevance of analyses. Ultimately, this research demonstrates that the effectiveness of monetary policy in Algeria can only be optimised through structural economic diversification, modernisation of the financial system and adaptation of analytical models to national specificities.
