Le Tourisme Solidaire : Un outil au service du développement local ? Cas de la Commune d’Oran

Abstract

Résumé : Le tourisme solidaire peut incarner un outil d‟aide au développement local des territoires d‟accueil d‟un voyageur qui s‟inscrirait à la fois dans une perspective responsable et équitable des impacts de son séjour dans le pays d‟accueil. Il a pour principe d‟associer touriste et population locale à la fois comme prestataire et destinataire de l‟activité touristique. L‟objectif étant d‟amener le touriste à une forme de solidarité concrète avec la population visitée grâce à une part négociée du prix de son séjour (rente solidaire) qui serait consacrée au financement de projets de développement local, et dont la valeur ajoutée doit revenir au pays afin que les retombées économiques profitent directement à la population locale. Il s‟agira dans cette thèse de réfléchir sur le concept du «Tourisme Solidaire» et sa pertinence/impertinence par rapport aux valeurs de développement local qu‟il véhicule. Nous observons dans ce contexte l‟état des lieux du tourisme classique de masse en Algérie, et plus particulièrement à Oran, ses nuisances avérées et la faisabilité d‟une variante du développement durable à travers celle d‟un tourisme solidaire. Par l‟outil d‟approche qu‟est l‟enquête par questionnaire, elle privilégie l‟étude de terrain et tente ainsi d‟identifier le profil actuel et potentiel des touristes locaux et étrangers. Ces derniers seraient-ils partant pour choisir une telle option? Case of the municipality of Oran» Abstract: Solidarity tourism can be a tool to help the local development of a traveller‟s host territories, which would be both responsible and equitable in terms of the impact of their stay in the host country. It has the principle of associating tourist and local population both as provider and recipient of the tourist activity. The objective being to bring the tourist to a form of concrete solidarity with the population visited thanks to a negotiated share of the price of his stay (solidarity annuity) which would be devoted to the financing of local development projects, and whose added value must be returned to the country so that the economic benefits directly benefit the local population. This thesis will reflect on the concept of «Solidarity Tourism» and its relevance/impertinence in relation to the values of local development that it conveys. We observe in this context the state of the art of traditional mass tourism in Algeria, and more particularly in Oran, its proven nuisances and the feasibility of a sustainable development variant through that of a solidarity tourism. Using the questionnaire survey as an approach tool, it favours field studies and thus tries to identify the current and potential profile of local and foreign tourists.
