MESURE DE LA PERFORMANCE HOSPITALIERE : CAS DE L’EHU D’ORAN

Abstract

Résumé : La problématique centrale de cette recherche s’articule autour de l’appréciation de la performance hospitalière et plus spécifiquement celle de la gestion administrative. Après avoir défini le concept de performance dans le service public et précisé son contenu spécifique dans le cadre d’une organisation hospitalière, nous construisons une échelle de mesure de la performance organisationnelle et nous la testons dans le cadre de l’Etablissement Hospitalier d’Oran, une organisation pilote pour la mise en place d’un nouveau modèle de gestion des organisations de service public. Nous adoptons, pour ce faire, la démarche du paradigme de Churchill composé de deux phases : la première phase, exploratoire, nous permet à l’aide d’une Analyse Factorielle Exploratoire (AFE) estimée par l’Analyse en Composante Principale (ACP), de déterminer les différentes dimensions constitutives de l’échelle de mesure. La seconde est la phase confirmatoire menée à l’aide de la méthode PLS (partial least squares). Elle permet d’estimer la fiabilité et la validité des résultats obtenus. Abstract: The central problematic of this research revolves around the appreciation of the hospital performance and more specifically that of administrative management. After having defined the concept of performance in the public service and determined its specific content within the framework of a hospital organization, we build a measuring scale for organizational performance and we test it within the framework of the Hospital Establishment of Oran city, a pilot organization for the implementation of a new management model for public service organizations. To do this, we adopt the approach of the Churchill paradigm, composed of two phases: the first phase, exploratory, allows us to use an Exploratory Factor Analysis (EFA), estimated by Principal Component Analysis (PCA) and to determine the different constituent dimensions of the measurement scale. The second is the confirmatory phase, conducted using 3 the PLS (partial least squares) method. The reliability and validity of the obtained results were possible to be estimated. Keywords: Performance measurement, hospital performance, Churchill’s paradigm, factor analysis, PLS, public management, public administration, public service, public hospital, measuring indicator. الملخص: تدور الإشكالية الأساسية لهذا البحث حول تقييم أداء المستشفيات وبشكل أكثر تحديدا تقييم الأداء الإداري. بعد تحديد مفهوم الأداء في المرفق العام وخاصة في إطار المؤسسات الاستشفائية، نقوم بتصميم سلم لقياس الأداء التنظيمي وتطبيقه على مؤسسة استشفائية بوهران، مؤسسة رائدة لتنفيذ نموذج اداري جديد للمؤسسات العمومية. للقيام بذلك، نعتمد على نموذج تشرشل المكون من مرحلتين: المرحلة الأولى، الاستكشافية، تسمح لنا عن طريق التحليل العاملي الاستكشافي (EFA) المقدر بواسطة تحليل المكونات الرئيسية (PCA) ، لتحديد مختلف الابعاد المكونة لسلم قياس الأداء. المرحلة الثانية هي المرحلة التأكيدية التي أجريت باستخدام طريقة PLS )المربعات الصغرى الجزئية(. تسمح بتقدير مصداقية وصحة النتائج المحصل عليها. الكلمات المفتاحية: قياس الاداء، أداء المستشفيات، نموذج تشرشل، التحليل العاملي، PLS التسيير العمومي، الإدارة العمومية، المرفق العام، المستشفى العمومي، مؤشر القياس
