Abstract

Résumé Cette thèse analyse la performance dans les finances publiques à travers l’évaluation des politiques publiques, en prenant pour cas d’étude le dispositif ANSEJ (Agence nationale de soutien à l’emploi des jeunes). Elle vise à comprendre comment l’évaluation peut devenir un levier d’amélioration de la performance de l’action de l’État en Algérie. S’appuyant sur le cadre théorique de l’analyse et de l’évaluation des politiques publiques, ce travail articule réflexion conceptuelle et observation empirique. L’étude empirique, fondée sur une démarche mixte, quantitative et qualitative, couvre plus de vingt ans d’existence du dispositif (1997–2019). Elle mobilise des données économiques, institutionnelles et de terrain, afin d’apprécier l’efficacité, l’efficience et l’impact socio-économique du dispositif. Les résultats mettent en évidence la contribution de l’évaluation à la rationalisation de la dépense publique et à la consolidation d’une culture de performance au sein de la gouvernance publique algérienne. Abstract This thesis analyzes performance in public finance through the evaluation of public policies, using the ANSEJ (National Agency for Youth Employment Support) as a case study. It aims to understand how evaluation can become a lever for improving the performance of state action in Algeria. Based on the theoretical framework of public policy analysis and evaluation, this research combines conceptual reflection with empirical observation. The empirical study, following a mixed quantitative and qualitative approach, covers more than twenty years of the program’s existence (1997–2019). It draws on economic, institutional, and field data to assess the effectiveness, efficiency, and socio-economic impact of the mechanism. The results highlight the contribution of evaluation to the rationalization of public spending and to the consolidation of a performance-oriented culture within Algerian public governance. تحلل هذه الاطروحة الأداء في المالية العامة من خلال تقييم السياسات العمومية، ANSEJ وذلك بالاعتماد على جهاز الوكالة الوطنية لدعم الشباب كحالة دراسية وتهدف إلى فهم الكيفية التي يمكن أن يصبح بها التقييم اداة لتحسين أداء عمل الدولة في الجزائر. بالاستناد إلى الاطار النظري لتحليل وتقييم السياسات العمومية، يجمع هذا االعمل بين التأمل المفاهيمي والملاحظة الميدامية. وتشمل الدراسة التطبيقية المعتمدة على منهجية مزدوجة كمية ونوعية أكثر من عشرين سنة من وجود هذا الجهاز 1997 2019 وقد تم نزظيف معطيات اقتصادية ومؤسساتية وميدانية من اجل تقييم فعالية الجهاز وكفاءته واثره الاجتماعي الاقتصادي
