Abstract : The topic of international humanitarian law and the principle of sovereignty is closely related to conflicts and wars. This study aims to examine the nature of international humanitarian law rules and their impact on state sovereignty. It also explores the restrictions imposed on international humanitarian law within the framework of sovereignty, analyzing both acceptance and rejection perspectives. Additionally, the study investigates the mechanisms for implementing international humanitarian law, with a particular focus on humanitarian aid mechanisms through the cases of Yemen and Syria. Furthermore, it examines the role of the International Committee of the Red Cross in enforcing international humanitarian law. The central research question explores the extent to which the principle of sovereignty has influenced the implementation of international humanitarian law through humanitarian aid in Syria and Yemen. Using key research methodologies, particularly the descriptive method and case study analysis of Syria and Yemen, the study concludes that while humanitarian aid has been provided annually since the onset of the crises in both countries, its effectiveness remains hindered by various factors, including sovereignty-related acceptance and rejection, as well as other challenges that obstruct the work of the committee in enforcing international humanitarian law.
