Abstract

هل العولمة المبنية على المؤسسات المالية العالمية والمنافسة بين الشركات الاقتصادية المتعددة الجنسيات والإعلامية لتوسيع نطاق تأثيرها على كوكب الأرض قد مسحت نهائيًا كل الإرث المحلي للمجتمعات؟ أليس هناك مقاومات لهذه التوحيدية غير مرئية تتغذى من التاريخ المحلي، مكونة بذلك مصيرًا مغايرًا لذلك الذي تحمله العولمة؟ ما هي التمثلات السياسية والاجتماعية والتاريخية التي تستخدمها وسائل الإعلام الجزائرية لتقديم المقالات والتقارير التي تدعم أو تنتقد الحكم الراشد في قالب العولمة؟ لقد اخترنا الجزائر لدراسة هذه العلاقة التي فرضتها العولمة لنرى كيف ولماذا يتبنى مجتمع ما ممارسات الحكم الراشد والسلطة الرابعة ويعطيها مضمونًا يتماشى مع تجربته التاريخية الخاصة. تتناول هذه الأطروحة العلاقة بين الإعلام، كممثل للسلطة الرابعة، ومفهوم الحوكمة في الجزائر. من خلال دراسة حالة يومية "المجاهد"، تُحلل الأطروحة الخطاب الإعلامي حول قضايا الحوكمة والشفافية والمساءلة في سياق العولمة. تُسلط الدراسة الضوء على التحديات التي تواجه الصحافة الجزائرية بين الالتزام بالمعايير الدولية ومتطلبات السيادة الوطنية. كما تُناقش الأطروحة دور الإعلام في تشكيل الرأي العام وتعزيز الحكم الراشد، مع الأخذ بعين الاعتبار تأثيرات التطورات التكنولوجية والسياق السياسي والاقتصادي . تهدف هذه الدراسة إلى فهم كيفية معالجة المعلومات وتقديمها في سياق قضايا الحكم الراشد والسلطة الرابعة، لا سيما في ضوء التحديات السياسية والاقتصادية والاجتماعية التي تواجه الجزائر، وريثة الماضي المناهض للاستعمار، والعضو في حركة عدم الانحياز وعضو ما يسمى بالجنوب الشامل، باعتبارها طرفًا فاعلًا في السعي إلى نظام دولي متعدد الأقطاب وأقل أحادية الاتجاه. هذه الدراسة قامت بتحليل المعلومات الدولية والوطنية المرتبطة بمفهوم الحكم الراشد كما يتم تناولها في جريدة "المجاهد". كما يتعين على هذا العمل إعادة بناء تطور الصحافة المكتوبة في الجزائر وتحليل دورها في التأثير على فضاءات القوى التي تنشط فيها، للوصول إلى إجابة شاملة حول المرونة التي يحتفظ بها الإعلام الجزائري تجاه الحكم الراشد كما تفرضها المعلومات الدولية، وكيفية تكييفها مع السياقات المحلية." السلطة الرابعة. ………… الإعلام ……… الجزائر ………. المجاهد. …… العولمة … الحكم الراشد.

« Good Governance and the Fourth Estate wager» Abstract : (ang) Has globalisation, with its focus on global financial institutions and the competition between multinational economic and media corporations to expand their global influence, completely erased all local legacies of societies? Are there not invisible resistances to this unification that draw on local history to forge a different destiny to that imposed by globalisation? What political, social, and historical representations do Algerian media outlets use when presenting articles and reports that support or denounce governance in the context of globalisation? We chose Algeria as a case study to examine the relationship between globalisation and society, and to explore the adoption of good governance and the role of the media in line with a society's own historical experience. This study aims to understand how information on good governance and the Fourth Estate is processed and presented, particularly in light of Algeria's anti-colonial past, its membership of the Non-Aligned Movement, and its role as a member of the Global South in the quest for a multipolar and less unidirectional international order. The study will also reconstruct the evolution of the Algerian press and analyse its role in influencing the power spaces in which it operates. The aim is to provide a comprehensive answer about the flexibility that the Algerian media maintains towards governance as imposed by international information and how it adapts to local contexts. " La gouvernance au défi du quatrième pouvoir" Résumé (fr) La mondialisation, avec sa focalisation sur les institutions financières mondiales et la compétition entre les multinationales de l'économie et des médias pour étendre leur influence globale, a-t-elle complètement effacé tous les héritages locaux des sociétés ? N'existe-t-il pas des résistances invisibles à cette unification qui s'appuient sur l'histoire locale pour forger un autre destin que celui imposé par la mondialisation ? Quelles représentations politiques, sociales et historiques les médias algériens utilisent-ils pour présenter des articles et des rapports qui soutiennent ou dénoncent la gouvernance dans le contexte de la mondialisation ? Nous avons choisi l'Algérie comme étude de cas pour examiner la relation entre la mondialisation et la société, et pour explorer l'adoption de la bonne gouvernance et le rôle des médias en fonction de l'expérience historique propre à une société. Cette étude vise à comprendre comment l'information sur la bonne gouvernance et le quatrième pouvoir est traitée et présentée, en particulier à la lumière du passé anticolonial de l'Algérie, de son appartenance au Mouvement des non-alignés et de son rôle en tant que pays du Sud global dans la quête d'un ordre international multipolaire et moins unidirectionnel. L'étude reconstitue également l'évolution de la presse algérienne et analyse son rôle dans l'influence des espaces de pouvoir dans lesquels elle opère. L'objectif est de fournir une explication sur la flexibilité que les médias algériens maintiennent à l'égard de la gouvernance imposée par les médias internationaux et sur la manière dont ils s'adaptent aux contextes locaux.
