الهجرة المغاربية في الخطاب السياسي الفرنسي حالة الهجرة غير الشرعية

Abstract

يتناول البحث موضوع الهجرة المغاربية في الخطاب السياسي الفرنسي، والذي يعالج إشكالية الصورة التي يرسمها هذا الخطاب للهجرة المغاربية بصفة عامة والهجرة غير الشرعية بصفة خاصة. وقد استهل الباحث دراسته بالجانب النظري والتاريخي للإحاطة بنشأة وتطور المجتمع المغاربي في فرنسا بأبعاده وتحدياته المختلفة. مستندا في ذلك على مجموعة متكاملة من المناهج، أهمها: المنهج الوصفي، دراسة الحالة، المنهج التاريخي والمقارن. وتناول البحث في جانبه التطبيقي دراسة مضمون الخطاب السياسي الفرنسي حول موضوع الهجرة المغاربية بصفة عامة والهجرة غير الشرعية على وجه التحديد، مستعينا في ذلك بمجموعة من المقاربات النظرية والمنهجية المتكاملة، وعلى رأسها المقاربة الأمنية في دراسة الهجرة غير الشرعية، ومقاربتي التحليل النقدي والكمي لمضمون الخطاب السياسي، من خلال تحليل عينة من الخطابات الرئاسية في الفترة ما بين 2006 و2023. وقد خلصت الأطروحة في جانبها النظري، إلى أن تغير الأوضاع الاقتصادية والديمغرافية والأمنية في فرنسا وفي المنطقة الأورومتوسطية بعد سنوات الرفاه الاقتصادي، أدى إلى تغير الخطاب وتعدد الصور النمطية التي تصف الهجرة والمهاجرين من الدول المغاربية. والتي تراوحت في السابق بين الرغبة والرهبة في سنوات السبعينيات إلى نهاية القرن العشرين. وبين الخوف والكراهية منذ بداية القرن الواحد والعشرين. واتسمت السياسات الفرنسية للهجرة بعد ذلك، بنزوعها نحو التطرف والعداء متأثرة بخطابات اليمين المتطرف. ومن خلال قراءة نتائج تحليل المحتوى لعينة الخطاب الرئاسي الفرنسي، نجد أن مضمون خطاب الهجرة ينحو باستمرار اتجاه اليمين مع مرور السنوات وتجدد الأحداث والأزمات. فكلما اشتدت الأزمات الاقتصادية والأمنية في المجتمع الفرنسي زاد الخطاب السياسي للهجرة تطرفا. وهو ما انعكس سلبا على السياسات الحكومية التي تمس الهجرة المغاربية بنمطيها الشرعي وغير الشرعي the research deals with the subject of Maghreb immigration in French political discourse, which addresses the problematic image that this discourse paints of Maghreb immigration in general and illegal immigration in particular. The study began with the theoretical and historical aspects to cover the emergence and development of the Maghrebian community in France with its various dimensions and challenges. he thesis examines the content of French political discourse on the topic of Maghreb migration in general and illegal migration in particular, using a set of integrated theoretical and methodological approaches, mainly the security approach in the study of illegal migration, and the critical and quantitative analysis of the content of political discourse, by analyzing a sample of presidential speeches between 2006 and 2023. economic prosperity led to a change in the discourse and a multiplicity of stereotypes describing immigration and migrants from Maghreb countries. Previously, they ranged from desire and awe in the 1970s to the end of the twentieth century. It has been characterized by fear and hatred since the beginning of the 21st century. Subsequently, French immigration policies have been characterized by a tendency towards radicalization and hostility, influenced by the rhetoric of the far right. The content analysis of the study sample concluded that: Whenever security and economic crises intensify in France or in its European surroundings, the political discourse on immigration becomes more extreme and hostile towards immigrants and foreigners. This has negatively impacted government policies affecting Maghrebian immigration.
