Abstract

« Système d'information et prise de décision dans l'organisme public - une étude de terrain à la Fondation Sonelgaz Annaba - »

Résumé : Cette étude a cherché à clarifier et à déterminer la nature de la relation qui existe entre le système d'information et le processus de décision au niveau de l'organisme public en menant une étude de terrain à la Fondation Sonelgaz à Annaba. L'information est considérée comme la principale ressource du processus décisionnel et constitue l'essence de l'activité administrative de l'organisation. Il était donc nécessaire d'identifier à la fois le processus décisionnel et le système d'information ainsi que la relation qui les relie. Il s’est avérée qu’il y a une relation complémentaire car l’une ne peut être imaginée sans l’autre. Pour déterminer la réalité de cette relation entre ces deux variables au sein de la Fondation Sonelgaz dans la willaya d'Annaba, un questionnaire a été conçu pour recueillir des informations auprès d'un échantillon raisonné qui comprend 36 individus, « cadres supérieurs, chefs d'agences, chefs de services et de départements ». " dans cette institution, afin que les informations obtenues soient ensuite traitées et analysées à l'aide du programme statistique SPSS, VERSION 26" et en utilisant un ensemble de méthodes statistiques qui servent les objectifs de l'étude. Cette étude s'est conclue par un ensemble de résultats, dont le plus important est que le processus de prise de décision dépend principalement de la disponibilité d’information appropriée, suffisante et opportune, car celle-ci est considérée comme le facteur le plus important qui contribue à accroître l'efficacité de la décision administrative dans cette institution, qui doit être en adéquation avec les circonstances, les variables et les défis auxquels est confrontée la Société Sonelgaz en particulier et l'entreprise publique en général. Il a également été démontré que cela doit être fait en tenant compte des dimensions de la gouvernance en raison de son impact positif sur les informations d'une part et sur les décideurs. De plus, il a été conclu que le système d'information de l'organisation a un impact efficace sur divers aspects de l'activité de l'organisation et sur le processus de prise de décision car il facilite le processus de communication, de coordination et d'échange d'informations entre les différents départements, services et l'environnement externe. Cela facilite également le processus de préparation des rapports, économisant ainsi du temps et des efforts dans la collecte d'informations ce qui augmente la rapidité et la précision de l'achèvement des travaux et la rationalisation des coûts. – دراسة ميدانية بمؤسسة سونلغاز عنابة- :الملخص سعت هذه الدراسة إلى تبيان وتحديد طبيعة العلاقة القائمة بين النظام المعلوماتي وعملية أخذ القرار على مستوى المنظمة العمومية من خلال القيام بدراسة ميدانية بمؤسسة سونلغاز بعنابة. تعتبر المعلومة المورد الأساسي لعملية أخذ القرار والتي هي جوهر النشاط الإداري للمؤسسة، كان من الضروري التعرف على كل من عملية أخذ القرار ونظام المعلومات وبالتالي العلاقة التي تربط بينهما وعليه وجد أنها علاقة تكامل حيث لا يمكن تصور أحدهما دون الأخر. للوقوف على واقع هذه العلاقة بين هذين المتغيرين في مؤسسة سونلغاز بولاية عنابة تم تصميم استبيان لجمع المعلومات من عينة قصدية تضم 36 مفردة "إطار سامي، رؤساء الوكالات ورؤساء الأقسام والمصالح" بهذه المؤسسة، ليتم بعد ذلك معالجة وتحليل تلك المعلومات المتحصل عليها باستخدام البرنامج الإحصائي " SPSS, VERSION 26 " وباستخدام مجموعة من الأساليب الاحصائية التي تخدم أهداف الدراسة. وقد خلصت هذه الدراسة إلى مجموعة من النتائج أهمها أن عملية أخذ القرار تعتمد بالدرجة الأولى على مدى توفر المعلومات الملائمة، الكافية وفي الوقت المناسب، حيث يعتبر ذلك أهم عامل يساعد على زيادة فعالية أخذ القرارات الإدارية بهذه المؤسسة والتي يجب أن تتماشى مع الظروف والمتغيرات والتحديات التي تواجهها مؤسسة سونلغاز خاصة والمؤسسة العمومية عامة، كما تبين أنه يجب أن يتم ذلك بمراعاة أبعاد الحوكمة لما لها من أثر إيجابي على المعلومات من جهة وعلى متخذي القرار، كما تم التوصل إلى أن النظام المعلوماتي للمؤسسة له تأثير فعال على مختلف أوجه نشاط المؤسسة وعلى عملية أخذ القرارات كونه يساهم في تسهيل عملية الاتصال والتنسيق وتبادل المعلومات بين مختلف الأقسام والمصالح وبين المحيط الخارجي، كما أنه يسهل عملية إعداد التقارير بالتالي يوفر الوقت والجهد في جمع المعلومات، الأمر الذي يزيد من سرعة ودقة إنجاز الأعمال وترشيد التكاليف، كما يساعد على زيادة كفاءة العاملين وعلى متابعة القرارات وبالتالي إنتاج قرارات أكثر دقة وبأقل جهد.
