Abstract

حنو تطبيق نظام مايل إسالمي: املعوقات و احللول - دراسة حالة اجلزائر - امللخص: هتدف هذه الدراسة إىل وضع منوذج للنظام املايل اإلسالمي وفق سيناريوهات حمددة ، و ذلك من أجل وضع اآلليات املناسبة لتبين هذا النظام يف اجلزائر، حيث تناولت اإلشكالية الرئيسية إمكانية تطبيق ذلك يف ظل البيئة املالية التقليدية السائدة. كما اعتمدت الدراسة أيضا على عدة مناهج من أجل الوصول إىل األهداف املسطرة، منها املنهج الوصفي االستقرائي، املنهج التحليلي و الدراسة القياسية. كما توصلت الدراسة إىل عدة نتائج مهمة أبرزها: أن اجلزائر قادرة على تبين النظام املايل اإلسالمي، خاصة إذا علمنا أن هناك عدة تطبيقات هلذا النظام كاملصارف و التأمني التكافلي، ابإلضافة لصدور نظام جديد خاص ابلشبابيك اإلسالمية و كيفية عملها ضمن البنو ك التقليدية. هذا و خلصنا أيضا إىل أن دور الدولة مهم يف عملية التطبيق و املرافقة، و أن اإلرادة السياسية هي املفتاح الرئيسي لنجاح النموذج املقرتح من طرف الباحث. الكلمات املفتاحية: االقتصاد اإلسالمي، الشريعة، النظام املايل، النظام املايل اإلسالمي، املؤسسات املالية، املصارف اإلسالمية، التأمني التكافلي، الصكوك، السوق املايل اإلسالمي، اجلزائر. Towards an Islamic Financial System: Prospects and Challenges - Case Study of Algeria - Abstract: The purpose of this study is to develop a model of the Islamic financial system according to specific scenarios, in order to develop appropriate mechanisms for the adoption of Islamic finance in Algeria, where the main problem was the possibility of applying this in the prevailing traditional financial environment. The study also adopted several approaches to reach the established objectives, including the descriptive approach, the analytical approach and the econometric study. The study concluded that Algeria is able to adopt the Islamic financial system, especially if we know that there are several applications of Islamic finance such as banks and Takaful insurance, plus to the issuance of a new system for Islamic windows and how it work within conventional banks. We also concluded that the role of the state is important, especially in the process of implementation and accompaniment, and that the political will is the key to the success of the model proposed by the researcher. Vers un Système Financier Islamique : Enjeux et Perspectives - Etude de Cas de l’Algérie - Résumé : Cette étude cherche à développer un model du système financier islamique avec des scénarios spécifiques, et cela a pour objet de mise en œuvre les mécanismes nécessaires pour adopter ce genre de système en Algérie, dont la problématique principale est de chercher la possibilité d’appliquer ce système dans un environnement financier purement conventionnel. Et en vue de valider nos hypothèses, on a utilisé des différentes techniques et méthodes, comme la technique documentaire, la méthode historique, la méthode statistique, la méthode descriptive et la méthode économétrique. Dans cette recherche, on a constaté plusieurs conséquences importantes telles que : la capacité d’adopter le système financier islamique en Algérie, sachant qu’il existe des différentes applications de ce système, comme des banques islamiques et société d’assurance takaful, ainsi qu’un cadre législatif pour les fenêtres islamiques. En plus, on a constaté le rôle important de l’accompagnement de l’Etat dans l’application de ce système, et que la volonté politique est la clé magique pour réussir ce système proposé par le chercheur.
