| Résumé: | Institutional Change and Organizational Change: The Impact of Regulatory Change on Pharmaceutical Companies in Algeria” The pharmaceutical sector is a multidisciplinary field encompassing economic, legal, technological, and medical dimensions. It requires an appropriate regulatory framework, advanced technology, and constant innovation, which have made it a strategic sector in the development of national industrialization strategies worldwide. In Algeria, it is likewise a strategic sector in the pursuit of national industrialization and non-hydrocarbon development. Institutional change refers to a modification in the rules governing the economic activity of a sector, including laws, decrees, and regulatory agencies. In a country that depends on hydrocarbons, such change can become a tool for economic diversification. The Algerian pharmaceutical sector clearly illustrates this mechanism. Before 2008, the sector relied almost entirely on imports, and firms had no regulatory incentive to produce locally. Existing studies on this topic focus mainly on reforms from the state’s perspective: they describe legal texts but overlook how firms actually respond in practice. This study addresses that gap by analyzing the impact of the national pharmaceutical industrialization strategy on the strategies of Algerian firms between 2000 and 2025. Within a mesoeconomic analytical framework, we adopt a mixed-method approach by combining interviews conducted with two private pharmaceutical companies, the Ministry of Pharmaceutical Industry, and the National Agency of Pharmaceutical Products, together with quantitative data from the National Office of Statistics on imports, exports, and firm creation. From 2008 onward, the state gradually banned the importation of medicines already manufactured locally, imposed the 51/49 rule on foreign investors, and then created a dedicated ministry in 2020. These reforms compelled each firm to take a strategic position. Our findings reveal three types of responses. Most firms gradually adapted: they moved from trading to packaging, and then to full manufacturing, often through licensing agreements or joint ventures. Some firms attempted to bypass the reforms by setting up symbolic packaging units to preserve import authorizations, a strategy that leads to supply shortages and is not sustainable over time. A small number of multinational firms withdrew from the market because they could not find an Algerian partner compatible with the 51/49 rule, as in the case of Bayer in 2017. The adaptation strategy is by far the dominant one: the average integration rate reached 58% in 2023, and local production covered 80 to 83% of the national market. The bypass strategy did not survive tighter enforcement, and the withdrawal strategy remained marginal. This study nevertheless has limitations. Dependence on imported active pharmaceutical ingredients remains almost total, high-value-added segments such as biosimilars remain underdeveloped, and the ministry has undergone several changes in status since its creation, which made long-term sectoral monitoring more difficult.
