https://ds.univ-oran2.dz:8443/jspui/handle/123456789/1828 Mon, 27 Jul 2026 10:52:01 GMT 2026-07-27T10:52:01Z https://ds.univ-oran2.dz:8443/jspui/handle/123456789/9456 Titre: السيــــاسة الأمنــية الفرنســـية في منطــقة الساحل الإفريقي وتأثيرها على الأمـــن القــــومي الجـــزائري Auteur(s): بلماحي, محمد Résumé: تُعالج هذه الأطروحة إشكالية" تأثير السياسة الأمنية الفرنسية في منطقة الساحل الأفريقي على الأمن القومي الجزائري"، في سياق الأهمية الجيوستراتيجية للمنطقة والتنافس الدولي. تستعرض الدراسة مرتكزات العقيدة الأمنية الجزائرية، المتمثلة في السيادة وعدم التدخل والتعاون الإقليمي، وتقارنها بالتدخل العسكري الفرنسي الذي تعتبره الجزائر تحديًا لمبادئها وتقويضًا للحلول الأفريقية للأزمات الإقليمية. تُحلل الأطروحة أهداف وأسس السياسة الأمنية الفرنسية في الساحل ومحدودية فعاليتها العسكرية في تحقيق الاستقرار الشامل، فضلًا عن تأثيرها على ديناميكيات التنافس الدولي والإقليمي وانعكاساته الإستراتيجية على الأمن الجزائري. وتؤكد الدراسة على ضرورة تكييف العقيدة الأمنية الجزائرية لمواجهة التحديات الأمنية المتصاعدة في المنطقة، من خلال تبني مقاربة إقليمية متكاملة وتعزيز التعاون المشترك وتحديث الأدوات الأمنية والسياسية بما يضمن صيانة المصالح الوطنية وتعزيز الاستقرار الإقليمي المستدام. Cette thèse aborde la problématique de l'impact de "la politique française de sécurité dans la région du Sahel africain sur la sécurité nationale algérienne", dans le contexte de l'importance géostratégique de la région et de la compétition internationale. L'étude examine les fondements de la doctrine de sécurité algérienne, articulée autour des principes de souveraineté, de non-ingérence et de coopération régionale, et la compare à l'intervention militaire française que l'Algérie considère comme une remise en cause de ses principes et une entrave aux solutions africaines aux crises régionales. La thèse analyse les objectifs et les fondements de la politique de sécurité française au Sahel ainsi que l'efficacité limitée de son approche militaire pour instaurer une stabilité globale. Elle évalue également son influence sur les dynamiques de la compétition internationale et régionale et ses répercussions stratégiques sur la sécurité algérienne. L'étude souligne la nécessité d'adapter la doctrine de sécurité algérienne pour faire face aux défis sécuritaires croissants dans la région, à travers l'adoption d'une approche régionale intégrée, le renforcement de la coopération conjointe et la modernisation des instruments sécuritaires et politiques afin de garantir la préservation des intérêts nationaux et la promotion d'une stabilité régionale durable. Abstract This thesis addresses the problematic of “the impact of French security policy in the African Sahel region on Algerian national security”, within the context of the region's geostrategic importance and international competition. The study examines the tenets of Algerian security doctrine, represented by sovereignty, non-interference, and regional cooperation, and compares them to the French military intervention, which Algeria considers a challenge to its principles and an undermining of African solutions to regional crises. The thesis analyzes the objectives and foundations of French security policy in the Sahel and the limited effectiveness of its military approach in achieving comprehensive stability, as well as its influence on the dynamics of international and regional competition and its strategic repercussions on Algerian security. The study emphasizes the necessity of adapting Algerian security doctrine to confront the escalating security challenges in the region, through the adoption of an integrated regional approach, the strengthening of joint cooperation, and the modernization of security and political instruments to ensure the preservation of national interests and the promotion of sustainable regional stability.
